Indian engineering and defense giant Larsen & Toubro has entered into a strategic partnership with France-based maritime technology company Exail to offer advanced unmanned mine counter-measure systems to the Indian Navy.
The collaboration is aimed at strengthening India’s naval defense capabilities through the deployment of next-generation autonomous systems designed to detect, classify, and neutralize underwater naval mines from a safe distance without directly exposing sailors or warships to danger.
According to the announcement, the proposed mine counter-measure (MCM) suite will include a range of unmanned and remotely operated technologies capable of conducting underwater surveillance and mine-clearing operations in high-risk maritime zones. The systems are expected to improve operational safety, speed, and effectiveness during naval missions.
Under the agreement, L&T will serve as the prime contractor for the project and will lead the integration and delivery of the advanced MCM suite for the Indian Navy’s planned fleet of 12 specialized mine counter-measure vessels. The project is considered an important step in India’s efforts to modernize its naval warfare infrastructure and enhance maritime security in the Indian Ocean region.
Naval mines are among the most dangerous threats faced by modern navies because they can damage or destroy warships, submarines, and commercial vessels. Traditional mine-clearing operations are often risky and manpower-intensive. Defense experts say the use of autonomous underwater systems allows naval forces to conduct mine-hunting missions from stand-off distances, reducing the risk to personnel and major assets.
The partnership also aligns with India’s broader “Make in India” and defense self-reliance initiatives, which encourage domestic production and technology transfer in military projects. Industry analysts believe the collaboration could help India gain access to advanced underwater warfare technologies while simultaneously strengthening its indigenous defense manufacturing ecosystem.
France has emerged as one of India’s key strategic defense partners in recent years, with both countries cooperating extensively in areas such as fighter aircraft, submarines, maritime surveillance, and naval technology. The L&T-Exail agreement is expected to further deepen defense ties between New Delhi and Paris.
Military observers note that mine warfare capabilities are becoming increasingly important as geopolitical competition intensifies across critical sea lanes in the Indo-Pacific region. The Indian Navy has been actively upgrading its fleet and surveillance systems to counter emerging maritime threats and secure shipping routes.
Further technical details regarding timelines, vessel specifications, and production schedules are expected to be announced after formal procurement and evaluation processes are completed by the Indian Navy.
