NEW DELHI: In a landmark milestone for India’s oil and gas exploration sector, the Government of India has announced the successful spudding of the country’s first deepwater appraisal well, MN-DWN18-1-HD, in the Mahanadi Offshore Basin. The project is being hailed as a significant step toward enhancing India’s energy security, domestic hydrocarbon production, and energy self-reliance.
The commencement of drilling was virtually announced by Union Minister for Petroleum and Natural Gas, Shri Hardeep Singh Puri, who described the event as “the beginning of a new chapter in India’s journey towards energy security.”
First of Four Planned Deepwater Appraisal Wells
The MN-DWN18-1-HD well is the first of four planned deepwater appraisal wells designed to systematically evaluate the hydrocarbon potential of the Mahanadi Offshore Basin, one of India’s most promising offshore energy regions.
The drilling campaign will utilize state-of-the-art deepwater drilling technology to assess oil and natural gas reserves beneath the seabed. If successful, the discoveries could significantly increase India’s domestic crude oil and natural gas production, helping reduce reliance on imported energy.
Officials said the appraisal program marks the beginning of one of India’s most ambitious offshore exploration initiatives.
A Decade of Energy Sector Reforms
Speaking on the occasion, Shri Hardeep Singh Puri emphasized that the project is the result of more than ten years of structural reforms that have transformed India’s exploration and production (E&P) ecosystem.
The Minister highlighted several major policy initiatives introduced by the Government, including:
- Hydrocarbon Exploration and Licensing Policy (HELP)
- Open Acreage Licensing Programme (OALP)
- Transparent Revenue Sharing Model
- Opening nearly 99% of previously restricted offshore (“No-Go”) areas for exploration
- Simplification of regulatory procedures for exploration companies
According to the Minister, these reforms have significantly improved investor confidence and accelerated exploration activities across India’s sedimentary basins.
Growing Exploration Activity Across India
The Government noted that approximately 81% of India’s currently active exploration acreage has been awarded after 2014, reflecting increased participation by exploration companies following policy reforms.
Under the Open Acreage Licensing Programme (OALP):
- 172 exploration blocks have been awarded.
- The awarded acreage covers nearly 380,000 square kilometers (3.8 lakh sq km).
- Total committed investment has reached approximately USD 4.3 billion.
These investments are expected to accelerate exploration in frontier offshore and onshore basins.
Strong Exploration Performance in FY 2025–26
The Minister also highlighted the country’s exploration achievements during Financial Year 2025–26, including:
- 674 exploration wells drilled
- Five new hydrocarbon discoveries
- Seven discoveries successfully monetized
These achievements demonstrate the growing momentum in India’s upstream oil and gas sector and reinforce the Government’s strategy of increasing domestic production.
Scientific Data Driving Exploration Success
A major contributor to India’s offshore exploration success has been the Government’s sustained investment in geoscientific research and data generation.
Key initiatives include:
- Mission Anveshan
- National Seismic Programme
- Extended Continental Shelf Survey
- National Data Repository (NDR)
- Hydrocarbon Resource Assessment Study
Together, these programs have helped create one of the world’s most comprehensive geoscientific databases, enabling more accurate identification of hydrocarbon prospects and reducing exploration risks.
Industry Collaboration
The Minister congratulated:
- Oil and Natural Gas Corporation (ONGC)
- Oil India Limited (OIL)
- Directorate General of Hydrocarbons (DGH)
- Technical partners
- Scientists, engineers, and exploration professionals involved in the project
He expressed confidence that the deepwater drilling campaign would significantly strengthen India’s offshore exploration capabilities and contribute to the nation’s long-term goal of energy independence.
American Experts React
Dr. Michael Stevens, Offshore Energy Consultant (United States)
Dr. Michael Stevens described the commencement of the appraisal well as a major achievement for India’s offshore energy sector.
“Deepwater appraisal drilling represents one of the most technically sophisticated phases of hydrocarbon exploration. Successful appraisal wells provide the confidence needed for commercial field development and long-term domestic energy production.”
He noted that expanding domestic hydrocarbon resources helps countries improve energy resilience, reduce import dependence, and enhance economic stability.
Emily Roberts, Petroleum Policy Analyst (United States)
Emily Roberts praised India’s long-term exploration strategy and policy reforms.
“The combination of regulatory reforms, scientific data collection, and sustained investment has created a strong foundation for offshore exploration. Deepwater projects require patience, advanced technology, and long-term commitment, but they can transform a nation’s energy landscape.”
She added that initiatives such as HELP, OALP, and expanded offshore access have significantly improved India’s attractiveness for energy investment.
Future Outlook
The launch of the MN-DWN18-1-HD appraisal well marks the beginning of an ambitious deepwater exploration campaign in the Mahanadi Offshore Basin. With four appraisal wells planned, the Government expects to gain valuable insights into the basin’s commercial hydrocarbon potential.
If exploration proves successful, the project could:
- Increase domestic oil and gas production
- Reduce India’s dependence on imported hydrocarbons
- Strengthen national energy security
- Support industrial growth and economic development
- Advance India’s goal of energy self-reliance (Atmanirbhar Bharat)
The initiative also demonstrates India’s commitment to leveraging advanced technology and policy reforms to unlock previously untapped offshore energy resources.
