Field-level officials trained on preparing need-based plans and ensuring timely implementation of development works
Mungeli : A training programme on the preparation and effective implementation of Developed Gram Panchayat Development Plans was organised at the District Panchayat office in Mungeli under the Viksit Bharat–Rozgar Evam Aajeevika Ki Guarantee Mission (Rural) (VB-G-RAMJI).
The programme was organised on the directions of Mungeli Collector Amrit Vikas Topno and under the guidance of District Panchayat CEO Gokul Rawat. Officials and field-level functionaries from all three development blocks of the district participated in the training.
Those attending the programme included Sub-Divisional Officers, officials from the Rural Engineering Service, Programme Officers, Assistant Programmers, Technical Assistants and representatives of various line departments.
Focus on Need-Based Gram Panchayat Planning
The training was aimed at helping officials understand the process of preparing development plans based on the local needs, available resources and development priorities of individual Gram Panchayats.
Officials were also briefed on the importance of ensuring that approved works are implemented within the prescribed timeframe while maintaining quality standards.
Master trainers K.K. Sahu, APO, VB-G-RAMJI, and Naveen Jaiswal, Computer Programmer, provided detailed information on various aspects of preparing the Village/Gram Panchayat Development Plan (VGPP).
The trainers explained how development works can be identified at the Gram Panchayat level, how projects can be selected according to local requirements and how available resources can be used to prioritise works.
Rural Needs to Remain at the Centre of Planning
During the training, participants were told that the actual needs and priorities of rural residents should remain at the centre of the planning process.
Such an approach, officials said, can help ensure better utilisation of available resources and give priority to development works that provide direct and meaningful benefits to the rural community.
The session also covered important provisions related to the selection of works under the scheme, preparation of plans and effective implementation of approved projects.
Practical Training for Field-Level Implementation
The programme went beyond theoretical discussions and familiarised officials and employees with the practical process of preparing Gram Panchayat plans at the field level.
The participants discussed the complete process—from identifying the requirements of a Gram Panchayat and selecting suitable works to determining priorities and finalising the development plan.
Emphasis was also placed on better coordination among different government departments. Improved inter-departmental coordination is expected to help bring greater alignment between various schemes and development works being implemented in Gram Panchayats.
Officials Raise Queries During Training
During the sessions, participating officers and employees raised questions and shared their queries regarding the preparation of VGPPs, selection and prioritisation of works and implementation of development schemes.
The master trainers addressed the questions and provided the necessary guidance to help field-level officials prepare more effective and practical Gram Panchayat development plans.
The training is expected to support Gram Panchayats in developing plans that are closely aligned with local requirements and in ensuring more systematic, timely and quality-oriented implementation of approved development works.
