New Delhi, India — : State-owned mining consultancy firm Central Mine Planning & Design Institute (CMPDI) has entered into a strategic consultancy agreement with International Coal Ventures Private Limited (ICVL) for the preparation of a Detailed Project Report (DPR) for the Tete East Coal Project located in Mozambique.
The agreement, signed on May 8, 2026, represents a major milestone in CMPDI’s growing international operations and reinforces India’s expanding presence in overseas mining and energy projects.
According to officials familiar with the development, CMPDI will provide end-to-end consultancy and technical services for the project’s DPR preparation. The scope of work is expected to include geological assessment, mine planning, infrastructure evaluation, production strategy, environmental considerations, financial feasibility analysis, and long-term project development planning.
The Tete East Project is located in Mozambique’s coal-rich Tete Province, a region known for its significant untapped coal reserves and strategic importance in the global energy and mining sector. Industry experts believe the project could play an important role in strengthening coal supply chains and boosting regional mining infrastructure in southeastern Africa.
Senior representatives from both CMPDI and ICVL attended the signing ceremony, emphasizing the importance of international collaboration in the mining industry and the growing role of Indian public-sector expertise in global resource development.
Speaking on the partnership, officials highlighted that the agreement aligns with CMPDI’s long-term strategy to expand its consultancy footprint beyond India and position itself as a global mining advisory and technical solutions provider. Over the years, CMPDI has developed expertise in mine planning, exploration, environmental engineering, and sustainable mining practices, primarily serving India’s coal sector.
For ICVL, the partnership is expected to accelerate the structured development of the Tete East Project while ensuring technical reliability, operational efficiency, and compliance with international mining standards. The DPR prepared by CMPDI will serve as a foundational document for investment planning, regulatory approvals, infrastructure design, and future project execution.
Industry observers note that Mozambique has increasingly attracted international interest due to its vast natural resource potential, particularly in coal and natural gas. The Tete region has emerged as one of Africa’s most prominent coal mining hubs, drawing investments from global mining companies over the past decade.
The collaboration between CMPDI and ICVL also reflects broader economic cooperation between India and African nations in the energy and mining sectors. Analysts believe such partnerships could open doors for further Indian participation in overseas mineral exploration, mining technology, and infrastructure development projects.
The DPR work for the Tete East Project is expected to begin immediately following the agreement, with technical teams from both organizations coordinating on project timelines, field studies, and feasibility assessments in the coming months.
