Mungeli, Chhattisgarh: In a landmark move aimed at accelerating industrial development in Chhattisgarh, the State Cabinet, under the leadership of Chief Minister Vishnu Deo Sai, has approved the allocation of 79.70 acres of government land at a concessional rate for the establishment of a BEML (Bharat Earth Movers Limited) Heavy Earth Moving Equipment Manufacturing Plant in Chandragarhi village, Pathariya tehsil, Mungeli district.
The decision marks a major milestone for the state’s industrial sector, as the proposed facility will become Chhattisgarh’s first heavy equipment manufacturing plant, paving the way for large-scale industrial investment, advanced manufacturing, and employment generation.
A New Industrial Landmark for Chhattisgarh
The upcoming BEML manufacturing facility is expected to significantly strengthen Chhattisgarh’s position on India’s industrial map by introducing modern heavy machinery manufacturing within the state. The project is expected to attract substantial investments while promoting industrial diversification and boosting the regional economy.

Collector Congratulates Residents
Mungeli Collector Kundan Kumar congratulated the people of the district on what he described as a historic achievement.
He said the BEML plant would serve as the foundation for Mungeli’s industrial transformation, adding that the Cabinet’s approval is a significant step toward building a modern manufacturing ecosystem in the district.
According to the Collector, the project will generate new opportunities for local youth, entrepreneurs, small businesses, and skilled professionals, while positioning Mungeli as an emerging center for engineering and advanced manufacturing activities.
Special Administrative Efforts Brought the Project to Mungeli
Pathariya Sub-Divisional Magistrate (SDM) Rekha Chandra revealed that the project was initially being considered in Raigarh and Janjgir-Champa districts, where land identification was already underway.
However, after BEML expressed interest in exploring suitable land in Mungeli, the district administration acted swiftly.
Following the directions of Collector Kundan Kumar, officials from the District Trade and Industry Centre (DTIC) and the Revenue Department conducted an extensive survey to identify appropriate government land for the project.
After detailed field inspections, the joint team identified more than 79 acres of suitable land. The site’s industrial suitability was thoroughly evaluated before the land was transferred to the Industries Department after completing all required administrative procedures.
The administration also ensured the availability of an approach road to facilitate smooth implementation of the project.
Based on these efforts, a proposal to allot 79.70 acres of land to BEML at a concessional rate for industrial purposes was submitted to the state government, which has now received Cabinet approval.
Strategically Located Industrial Site
According to General Manager, Industries Department, Kishore Rajput, the selected land is located in Chandragarhi village, Revenue Inspector Circle Pathariya, comprising multiple survey numbers with a total area of 79.70 acres.
The site enjoys strong logistical advantages, being situated approximately 30 kilometres from the Bilaspur–Raipur National Highway and connected through an accessible road network, making it an ideal location for a large-scale manufacturing facility.
The land allocation process was completed after obtaining all required departmental approvals, No Objection Certificates (NOCs), and statutory clearances.
Major Employment and MSME Opportunities
The establishment of the BEML manufacturing plant is expected to create significant direct and indirect employment opportunities across the region.
Beyond factory jobs, the project is likely to stimulate the growth of Micro, Small and Medium Enterprises (MSMEs) involved in engineering, machine components, fabrication, transportation, logistics, maintenance services, industrial servicing, and various ancillary industries.
The project is also expected to encourage skill development, technical training, and entrepreneurship, enabling local youth to participate in the state’s expanding industrial economy.
