The new cloud offering is designed to help governments, public sector organizations, and highly regulated industries across the European Union (EU) strengthen digital sovereignty, regulatory compliance, cybersecurity, and operational resilience while enabling AI-powered cloud transformation.
The launch comes at a time when European enterprises and governments are increasingly prioritizing secure digital infrastructure, data localization, and sovereign control over sensitive information in response to evolving geopolitical, cybersecurity, and regulatory challenges.

The foundational layer utilizes hyperscaler infrastructure while operating within EU regulatory boundaries. This ensures scalability, secure operations, and cloud efficiency while maintaining compliance with European sovereignty standards.
National Sovereign Cloud Layer
This layer enables organizations to comply with country-specific localization laws and regulatory requirements. It also allows centralized governance and operational oversight tailored to national digital policies.
Enterprise Cloud Services Layer
Powered by the EU-specific TCS Enterprise Cloud Framework, this layer enables enterprises to dynamically assign sovereignty protections based on workload sensitivity, operational risk, and sector-specific requirements.

Launch of Sovereignty Consulting and Delivery Framework
In addition to the cloud platform, Tata Consultancy Services also introduced its new Sovereignty Consulting and Delivery Framework for European enterprises.
The framework is designed to help organizations become what TCS describes as a “minimum viable sovereign enterprise.” It applies a practical, risk-based methodology for managing digital infrastructure, data governance, and compliance obligations.
Under the framework, enterprise workloads are categorized according to strategic importance and risk exposure, allowing organizations to implement appropriate levels of sovereign protection while maintaining operational flexibility and interoperability.
