Adani Group Forms SSRL for Bihar Road Project; Makes SEBI Disclosure

The Adani Group, led by Gautam Adani, has incorporated a new company named Sultanganj Sabour Road Limited (SSRL) to undertake a major road infrastructure project in Bihar. The newly formed entity has been established with an initial investment of ₹1 lakh and is specifically mandated to construct the Ganga Path, connecting the Sultanganj–Bhagalpur–Sabour Road corridor.

In compliance with SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, Adani Enterprises Limited (AEL) has disclosed the incorporation of SSRL through a stock exchange filing. The project will be executed under the Hybrid Annuity Model (HAM) — a Public-Private Partnership (PPP) framework that combines public funding and private expertise.

Key Project Details:

  • Total Length: 42 km
    • 30.12 km road section
    • 11.88 km elevated road
  • Estimated Cost: ₹4,450.17 crore
  • Objective: To enhance regional connectivity, enable smoother transport, and spur economic growth along the route

Adani Enterprises Limited (AEL) has emerged as the lowest (L1) bidder for the project with a bid of ₹5,338 crore, about 19.95% above the estimated cost. Other bidders included Vishwa Samudra Engineering Pvt Ltd (₹5,509 crore), Dineshchandra R Agrawal Infracon Pvt Ltd (₹5,514 crore), and Ashoka Buildcon Ltd (₹5,524 crore). HG Infra Engineering and Dilip Buildcon were disqualified from the bidding process.

The Ganga Path project will connect Munger (Safiabad) to Bariyarpur, Ghorghat, and Sultanganj, significantly improving connectivity across the region.

According to Adani Enterprises, “The formation of SSRL underscores our commitment to expanding our presence in India’s infrastructure sector. By creating a dedicated subsidiary for this project, we aim to streamline execution and contribute to Bihar’s economic growth through improved road connectivity.”

The Adani Group, known for its extensive experience in infrastructure development, already operates India’s longest private railway line, approximately 300 km long, linking ports, mines, and industrial hubs for efficient freight movement.
