Projects to be developed across five client institutions under the RESCO model through tariff-based competitive bidding
New Delhi : The Solar Energy Corporation of India Limited (SECI) has invited competitive bids for the development of 11,159 kW (11.16 MW) of grid-connected rooftop solar photovoltaic (PV) projects under RTSPV-Tranche-XIV.
The tender has been issued through a Notice Inviting Tender (NIT) dated September 25, 2026, with the projects proposed to be implemented under the Renewable Energy Service Company (RESCO) model.
Under the RESCO arrangement, the selected developer is responsible for financing, installing, owning and operating the rooftop solar systems. The electricity generated from these systems will be supplied to the respective client organizations under the terms of the power arrangement.
Five Rooftop Solar Projects
According to the tender details, the cumulative capacity of the proposed rooftop solar installations is 11,159 kW, spread across five separate projects at different client institutions.
The initiative is aimed at expanding the use of rooftop solar generation while enabling participating organizations to access renewable electricity without having to undertake the entire upfront investment in solar infrastructure themselves.
Tariff-Based Competitive Bidding
SECI will follow a single-stage, two-envelope bidding process for the selection of eligible developers.
Under this system, bidders will submit their technical and financial proposals separately. The technical submissions will first be evaluated against the eligibility and qualification requirements specified in the tender documents, followed by evaluation of the financial bids of technically qualified bidders.
The tariff-based competitive bidding mechanism is intended to facilitate transparent selection of developers for the rooftop solar projects.

RfS Document to Be Made Available
SECI has stated that the detailed Request for Selection (RfS) document will be made available through the designated tendering platforms.
Solar power developers, renewable energy companies and other eligible industry participants will be able to access the detailed bidding requirements, technical specifications, eligibility criteria and other conditions once the RfS document is released.
The tender documents can be accessed through SECI’s official website and its designated electronic tendering platform.
The latest tender adds to SECI’s efforts to facilitate the deployment of distributed renewable energy capacity and promote greater adoption of rooftop solar systems among institutional and commercial consumers.
