Town Planning Action in Bilaspur: Anant Realty’s Development Permission Cancelled Over Planning Irregularities

Approved plan allowed 60 residential units, while parts of the sanctioned map showed six floors, taking the figure to 90; access road and EWS-LIG calculations also came under scrutiny

Raipur/Bilaspur : The Directorate of Town and Country Planning has cancelled the development permission granted to M/s Anant Realty for a multi-storey residential project in Agyeya Nagar, Bilaspur, after an inquiry found discrepancies related to the approved layout and the number of residential units.

The development permission, bearing No. 1456, had been issued to the firm through its partner Naman Goyal. The permission was revoked under Rule 25 of the Chhattisgarh Land Development Rules, 1984.

The action followed a proposal for cancellation submitted by the Joint Director, Town and Country Planning, Bilaspur, in connection with the development permission issued on June 25, 2025.

Company Given Opportunity to Respond

Following the proposal, Anant Realty was given an opportunity to present its explanation and supporting documents.

The firm was called for a hearing on July 31, 2026, but sought an additional 15 days to submit its response. Naman Goyal subsequently appeared on August 7 and submitted the company’s reply and documents.

The matter was then examined by the inquiry committee, which reviewed the response and documents on August 24.

Dispute Over Land Used as Access Road

The final order records two major discrepancies.

The first relates to land being used as an access road for the project. According to the inquiry committee, the land formed part of a previously approved layout and was not an ordinary public road.

The committee held that the earlier sanctioned layout should have been amended through the prescribed legal procedure before the land was incorporated into the new development. The required process, according to the order, was not followed.

Approved Plan Shows 90 Units Instead of 60

The second major issue concerns the number of residential units shown in the sanctioned plan.

The development permission provided for 15 blocks, with four floors in each block and one residential unit on each floor, resulting in a total of 60 units.

However, the sanctioned map showed six floors at some locations. Based on those drawings, the total number of units would rise to 90.

The final order states that this discrepancy also affects the calculation of units required for the Economically Weaker Section (EWS) and Low Income Group (LIG) categories.

Realty Firm Calls It a Clerical Error

Anant Realty reportedly attributed the difference in the number of units to a clerical numbering error by its consultant.

The inquiry committee did not accept the explanation. It noted that the applicant signs the layout before approval and therefore cannot completely disassociate itself from responsibility for the information and details contained in the submitted plan.

The Directorate ultimately found the explanations unsatisfactory and concluded that the conditions attached to the development permission had been violated.

Questions Also Raised Over Architect, Parking and Open Space

Separately, senior officials familiar with the inquiry told The S Bharat that questions were also raised during the examination over the validity of an architect allegedly involved in the project-related process, the affidavit concerning EWS/LIG obligations, and details relating to the width of the access road, parking and open spaces.

The officials also alleged that certain important facts may have been concealed or incorrectly presented while obtaining approvals.

However, these additional allegations are not recorded as independent findings in the three-page final cancellation order. They are therefore being reported only as claims made by officials familiar with the inquiry and should not be treated as findings established by the final order.

Cancellation Order Sent to Multiple Authorities

Copies of the cancellation order have been forwarded to the Housing and Environment Department, Bilaspur Collector, Municipal Commissioner, Chhattisgarh Real Estate Regulatory Authority (CG RERA), Sub-Divisional Officer (Revenue), Joint Director of Town and Country Planning and Sub-Registrar, among other concerned authorities, for information and necessary action.

The cancellation of the development permission puts the focus on compliance with sanctioned layouts, building plans and mandatory EWS/LIG provisions in multi-storey residential projects.
