Underground Facility to Be Developed Beneath Yaesu-dori Avenue as Japan Responds to Growing Ballistic Missile Threats
Tokyo : The Tokyo Metropolitan Government has announced plans to develop a new missile shelter in an underground parking facility near Tokyo Station, as concerns grow over the threat posed by ballistic missile attacks and the wider regional security environment.
Tokyo Gov. Yuriko Koike said the proposed facility beneath Yaesu-dori Avenue, which connects directly with the Tokyo Station area, was selected because of its location and the large number of people who gather there.
The announcement comes amid increasing concern in Japan over North Korea’s repeated ballistic missile launches and China’s expanding military capabilities.
Shelter Planned Beneath Yaesu-dori Avenue
The proposed shelter will be developed within an underground parking facility located beneath Yaesu-dori Avenue, close to one of the capital’s busiest transportation hubs.
The parking facility has a total floor area of approximately 13,000 square meters and occupies the first and second basement levels.
According to Koike, the location is considered particularly suitable because of its proximity to Tokyo Station, a major gateway to the capital that attracts large numbers of commuters, travelers and tourists.
The Tokyo government will begin detailed surveys during the current fiscal year to determine the specific requirements for converting the facility into a protective shelter.
Protection Against Blast Waves and Debris
Authorities are considering structural improvements designed to protect people from several dangers associated with a missile strike.
These risks include:
- Blast waves
- Flying debris
- Building collapse
- Other secondary effects resulting from a missile impact
Koike said authorities would also examine the installation of special protective doors as part of the planned renovations.
The final design and specifications are expected to be determined after detailed surveys and technical assessments.
North Korea’s Missile Tests Raise Concern
The decision follows another apparent ballistic missile launch by North Korea on Thursday, further highlighting the security challenges facing Japan.
Koike described North Korea’s repeated missile launches as an extremely serious threat to Japan’s peace and security.
Tokyo’s governor said her administration would continue taking measures aimed at protecting residents and strengthening their sense of safety.
The latest initiative reflects Japan’s growing emphasis on civilian protection and emergency preparedness alongside its broader national security measures.
Tokyo Station Area Considered Strategic Location
Tokyo Station is one of Japan’s most important transportation centers, with extensive railway connections and large daily crowds.
Authorities therefore believe an underground shelter in the area could provide protection to people who may be outdoors or otherwise unable to reach conventional buildings during a missile warning.
The location beneath Yaesu-dori Avenue also provides an existing underground structure that can potentially be upgraded rather than requiring construction of an entirely new standalone facility.
Second Missile Shelter Planned in Tokyo
The new facility would become the second designated missile shelter in Tokyo following the renovation of a disaster-supplies storage facility connected to Toei Subway’s Azabu-Juban Station.
The expansion of such facilities indicates a growing focus by Tokyo authorities on improving civil defense infrastructure and preparing for a range of emergency scenarios.
Japan Strengthens Civilian Preparedness
Japan has increasingly focused on strengthening its ability to protect civilians amid heightened security concerns across East Asia.
North Korea’s missile and nuclear programs remain a major concern for Tokyo, while China’s expanding military capabilities have also contributed to Japan’s reassessment of its security environment.
The planned Tokyo Station shelter is therefore not only an infrastructure project but also part of a broader effort to improve urban emergency preparedness and civilian protection in one of the world’s most densely populated metropolitan areas.
Once surveys are completed, the Tokyo Metropolitan Government is expected to determine the construction and renovation requirements, protective measures and operational arrangements for the facility.
