Partnership aims to enhance coal evacuation efficiency through dedicated rail logistics and multimodal transportation solutions

South Eastern Coalfields Limited (SECL), the second-largest coal-producing subsidiary of Coal India Limited, has signed a strategic Memorandum of Understanding (MoU) with Central Warehousing Corporation (CWC) to strengthen coal logistics infrastructure, railway rake provisioning, and integrated transportation services across India.
The collaboration is aimed at improving coal evacuation efficiency and ensuring seamless fuel supply to critical industries including power generation, steel manufacturing, cement production, and other core industrial sectors.
The agreement aligns with the Government of India’s broader objective of strengthening national energy security and modernizing coal transportation infrastructure under the guidance of the Ministry of Coal.
According to SECL, the partnership with CWC will focus on developing reliable and dedicated rail logistics solutions to meet rising domestic coal demand while reducing transportation bottlenecks.
Under the MoU, both organizations will jointly explore opportunities in several strategic areas, including:
- Dedicated railway rake operations under GPWIS and equivalent schemes
- Integrated rail logistics services
- Multimodal transportation systems
- First-mile and last-mile connectivity solutions
- Deployment of digital monitoring systems for logistics optimization and operational efficiency
- Long-term coal transportation frameworks to improve dispatch reliability
The partnership is expected to significantly enhance coal movement efficiency from mines to end-user industries, thereby supporting uninterrupted fuel supply across the country.
The agreement was signed in the presence of Shri Harish Duhan, Chairman-cum-Managing Director of SECL, and Shri Santosh Sinha, Managing Director of CWC. Senior officials and functional directors from both organizations also attended the signing ceremony.
SECL continues to play a vital role in meeting India’s growing coal requirements. During the ongoing financial year 2026-27, Coal India Limited has already crossed the 100 million tonne coal production milestone, with SECL emerging as the leading contributor by producing more than 26.8 million tonnes.
CWC, a Navaratna Central Public Sector Enterprise under the Government of India, is recognized as one of the country’s leading integrated logistics and warehousing organizations. The company possesses extensive expertise in rail-linked cargo handling, warehousing operations, and multimodal transportation services.
Industry experts believe the SECL-CWC partnership could serve as a major step toward improving India’s coal supply chain efficiency, lowering transportation delays, and strengthening logistics support for the nation’s rapidly expanding industrial and energy sectors.
