OIL Organises Familiarisation Programme on Vigilance Manual 2026 for OIL and NRL Officers

New Delhi : Oil India Limited (OIL) organised a full-day Familiarisation Programme on Master Circulars and the Updated Vigilance Manual 2026 for Vigilance Officers of OIL and Numaligarh Refinery Limited (NRL) at OIL’s Corporate Office in Noida.

The programme was conducted as part of the capacity-building initiatives associated with the Vigilance Awareness Week 2026 campaign and focused on updating vigilance officers on the latest guidelines, procedures and institutional frameworks governing vigilance administration. NRL also confirmed the programme through its official corporate update.

Programme Focused on Updated Vigilance Guidelines

The familiarisation session was designed to strengthen the officers’ understanding of the Master Circulars and Vigilance Manual 2026, enabling vigilance functionaries to apply the latest provisions more effectively in their respective organisations.

The Central Vigilance Commission (CVC) released the ninth edition of its Vigilance Manual in July 2026. The updated manual consolidates and updates various guidelines, circulars and instructions issued over the years and is intended to serve as a ready reference for vigilance functionaries.

The CVC has also emphasised the need for organisations to conduct dedicated familiarisation programmes for vigilance functionaries on the Master Circulars and Vigilance Manual 2026 as part of capacity-building initiatives.

Sandeep Mukherjee Conducts the Session

The session was conducted by Sandeep Mukherjee, former Director, Government of India, and a regular faculty member at the Institute of Secretariat Training & Management (ISTM) under the Department of Personnel & Training (DoPT).

The programme provided participating officers with an opportunity to familiarise themselves with the updated vigilance framework and discuss its practical application in organisational vigilance administration.

OIL and NRL Officers Participate

Vigilance Officers from both Oil India Limited and Numaligarh Refinery Limited participated in the programme.

The joint nature of the programme provided a common platform for officers from the two organisations to strengthen their understanding of the updated framework and promote greater consistency in handling vigilance-related matters.

NRL, a public sector refinery company based in Assam, has also been conducting various capacity-building activities under the 2026 vigilance campaign. Earlier in September, its Vigilance Officers participated in a Central Vigilance Commission Training of Trainers programme on the Master Circulars and Vigilance Manual 2026.

Part of Broader Preventive Vigilance Efforts

The programme is part of the broader emphasis on preventive vigilance, integrity, transparency and accountability in public sector organisations.

The updated CVC manual states that its purpose includes strengthening preventive vigilance, supporting ethical decision-making and improving consistency and transparency in vigilance administration. It is intended to supplement applicable laws, government instructions and guidelines rather than replace them.

OIL’s official updates also list Vigilance Awareness Week 2026 under the theme “Probity for Prosperity”, with the campaign scheduled for October 26 to November 1, 2026.

The familiarisation programme therefore serves as an important preparatory and capacity-building exercise for vigilance functionaries, helping officers remain conversant with the latest CVC framework and supporting the implementation of preventive vigilance measures within OIL and NRL.
