New Delhi : NTPC Renewable Energy Limited (NTPC REL) has invited bids for the Engineering, Procurement, and Construction (EPC) package of a 550 MW grid-connected Solar Photovoltaic (PV) Project to be developed near Shimbhoo Ka Burj, Rajasthan. The tender has been issued under Domestic Competitive Bidding through IFB No. NRE-CS-5823-004(SOL)-9, marking another significant step in India’s clean energy transition.
The proposed project is part of NTPC RELโs large-scale renewable energy expansion strategy, aimed at supporting the country’s ambitious targets for increasing renewable energy capacity and reducing carbon emissions.
Comprehensive Scope of Work
The EPC contractor will be responsible for the complete development of the solar power facility, including design, engineering, procurement, construction, testing, and commissioning of the plant.
The scope includes:
- Supply and installation of Solar PV modules
- Deployment of tracker-based mounting structures
- Site development activities including land grading, vegetation clearing, and geotechnical investigations
- Construction of electrical infrastructure such as transformers, switchgear, and transmission systems
- Grid connectivity up to the 33 kV pooling station
- Installation of a SCADA-based monitoring system
- Integration of weather monitoring stations
- Provision of automated module cleaning systems
- Development of internal infrastructure including roads, drainage networks, and perimeter fencing
- Installation of CCTV surveillance and security systems
- Deployment of reactive power compensation systems to ensure grid compliance
- Supply of mandatory spare parts
- Complete grid evacuation infrastructure
- Operation and Maintenance (O&M) services for a period of three years after commissioning
The selected contractor will be required to deliver a fully operational solar power facility capable of meeting all technical, operational, and regulatory requirements.

Financial Eligibility Requirements
NTPC REL has prescribed stringent financial qualification criteria to ensure participation by financially capable developers and EPC contractors.
Key requirements include:
- A Bid Security of โน20 crore
- Minimum Average Annual Turnover of โน311.5 crore during the last three financial years
- Compliance with prescribed Net Worth requirements
- Submission of audited or certified financial statements for evaluation
Failure to meet the financial qualification requirements may result in disqualification from the bidding process.
Technical Qualification Criteria
Prospective bidders must demonstrate proven experience in the solar and power infrastructure sectors.
Eligible bidders should have:
- Successfully executed Solar PV projects totaling at least 40 MWp cumulative capacity
- At least one operational solar project of 10 MWp or larger
- Experience in executing EPC projects worth โน311.5 crore or more in the power or industrial sectors
- Experience in the construction of 33 kV or higher electrical substations
The tender also permits participation by joint ventures, subsidiaries, and group companies, subject to the conditions outlined in the bidding documents.
