Maharashtra Set to Introduce ‘Delta Act’ to Create Legal Framework for Blockchain-Based Property Tokenisation

CM Devendra Fadnavis says the proposed law will bring together SEBI, BSE, industry, technology, legal and academic experts

Mumbai : Maharashtra is preparing to introduce a new legal framework for the blockchain-based tokenisation of land and other immovable assets. The proposed legislation, known as the Maharashtra Digitisation and Exchange of Land Token Asset (DELTA) Act, is expected to provide a legal structure for tokenising real estate and creating a regulated framework around such digital assets.

Chief Minister Devendra Fadnavis said the implementation of the proposed Delta Act would require close coordination between the Central Government, institutions and the Maharashtra Government.

Speaking at the Global Fintech Fest 2026, Fadnavis said the state was bringing together expertise from SEBI, the Bombay Stock Exchange (BSE), industry, technology, the legal sector and academia to help develop the proposed legislation.

He stressed that technological innovation on such a large scale must be supported by legal certainty, consumer protection and regulatory confidence.

Focus on transparency and liquidity

The proposed framework could open new possibilities for using blockchain technology in the real estate sector. Tokenisation can allow ownership or economic interests linked to an asset to be represented digitally, potentially making transactions and record-keeping more transparent and creating new ways to access capital.

Fadnavis said tokenisation and next-generation fintech technologies could help bring idle assets into productive use while making finance more transparent, liquid and accessible.

According to the Chief Minister, the objective is not to encourage speculation but to use technology to unlock the economic value of assets that are currently underutilised.

‘Tokenisation is not about speculation’

Fadnavis said Maharashtra’s approach to tokenisation is focused on productive capital, transparency and greater liquidity.

“Tokenisation for us is not about speculation. It is about deploying productive capital, bringing transparency, increasing liquidity and converting idle assets into economic opportunities,” he said.

The proposed Delta Act could therefore become an important step in defining how blockchain-based property assets are created, transferred and regulated, while also addressing investor and consumer protection concerns.

Maharashtra seeks stronger digital economy

The Chief Minister also highlighted the need for India to focus not only on becoming one of the world’s largest digital economies but also on becoming one of the most trusted and resilient digital economies.

The proposed legislation reflects Maharashtra’s broader push to combine fintech innovation with a clear regulatory framework. If implemented with appropriate safeguards, the initiative could create new opportunities at the intersection of real estate, blockchain technology and digital finance.
