Union Coal and Mines Minister Satish Chandra Dubey Reviews SECL Operations, Launches Digital and Healthcare Initiatives


Satish Chandra Dubey conducted a comprehensive review of the operations and achievements of South Eastern Coalfields Limited during his one-day visit to the company headquarters on May 26, 2026. The visit highlighted the government’s continued focus on strengthening India’s energy security, promoting digital transformation, and improving healthcare infrastructure in coal-producing regions.

The minister began his visit by paying floral tribute to coal workers at the Coal Workers Memorial located at the SECL headquarters campus. He acknowledged the invaluable contribution of coal miners toward nation-building and ensuring uninterrupted energy supply across the country.

During the high-level review meeting held at the SECL headquarters, the minister assessed the company’s performance in several key operational areas, including coal production and dispatch, quality management, mine safety, coal gasification, mine closure, environmental sustainability initiatives, digital transformation projects, corporate social responsibility (CSR) activities, and future development plans.

The meeting was attended by SECL Chairman-cum-Managing Director Harish Duhan, directors, chief vigilance officer, department heads, senior ministry officials, and company employees.

Addressing the gathering, Dubey emphasized the importance of safe and sustainable mining practices, enhanced operational efficiency, and the adoption of advanced technologies across mining operations. He stated that SECL continues to play a vital role in strengthening the nation’s energy security and praised the company’s efforts in the areas of production, quality, safety, and environmental responsibility.

He further underlined the importance of CSR initiatives aimed at ensuring that developmental and welfare schemes reach the last person in coalfield regions.

Speaking during the review session, SECL CMD Harish Duhan informed that during the ongoing financial year 2026–27, SECL has made the highest contribution to Coal India Limited’s total coal production. Out of the 100 million tonnes produced by Coal India so far this fiscal year, SECL alone contributed 26.86 million tonnes, reaffirming its critical role in meeting the country’s growing energy demands under the guidance of the Ministry of Coal.

Major Push for Digital Transformation

As part of the visit, the Union Minister officially launched two major digital platforms aimed at improving transparency, efficiency, and governance within the organization.

The first initiative, the e-DADAS (Design and Drawings Approval in SECL) Portal, has been introduced to digitize the approval and monitoring process related to engineering designs and drawings for major infrastructure projects. These include First Mile Connectivity (FMC) systems, Coal Handling Plants (CHP)-Silos, railway sidings, in-pit conveyor systems, and other critical infrastructure developments.

The digital platform is expected to significantly improve project execution by ensuring greater transparency, time-bound approvals, and operational efficiency.

The minister also launched the Hospital Management and Information System (HMIS) Portal, which is designed to modernize healthcare services across SECL hospitals. The portal will facilitate digitized patient record management, faster medical assistance, streamlined hospital operations, and improved healthcare monitoring systems.

Advanced Hematology Analyzer Inaugurated at Indira Vihar Health Center

During the visit, Dubey also inaugurated a state-of-the-art 5-part Hematology Analyzer Unit at the Indira Vihar Health Center in Bilaspur.

The advanced diagnostic machine is capable of conducting 5-part differential white blood cell analysis, enabling more accurate detection of infections and various diseases. Equipped with an automated testing system, the analyzer is expected to deliver faster, more precise, and error-free diagnostic reports, thereby improving the efficiency and speed of hospital laboratory services.

Following the inauguration, the minister toured the health center and reviewed the medical facilities and services being provided. He appreciated the efforts being undertaken to strengthen healthcare services for employees and local communities associated with SECL operations.

The visit underscored the government’s broader commitment to modernizing India’s coal sector through technology-driven reforms, sustainable mining practices, and improved social infrastructure.
