Shalabh Goel Formally Appointed as Managing Director of NCRTC Following Exit from Railways


New Delhi : The Government of India has approved the permanent absorption of Shalabh Goel as Managing Director of the National Capital Region Transport Corporation (NCRTC), marking a key leadership transition for the agency spearheading regional rapid transit projects in the National Capital Region (NCR).

To enable this appointment, the President of India has accepted Goel’s technical resignation from the Ministry of Railways, effective April 24, 2026. As part of this process, he is deemed to have retired from Indian Railways service on the same date, clearing the way for his full-time role at NCRTC.


Strategic Leadership Transition

Goel is an officer of the Indian Railway Service of Electrical Engineers (IRSEE) and brings extensive experience in railway systems, infrastructure development, and public sector project execution. His permanent appointment signals continuity and stability in NCRTC’s leadership at a time when multiple high-priority transit corridors are under development.

The move follows formal communication from the Ministry of Housing and Urban Affairs, which oversees NCRTC’s operations and strategic direction.


Driving Regional Rapid Transit Expansion

NCRTC is tasked with implementing the Regional Rapid Transit System (RRTS), one of India’s most ambitious urban mobility initiatives aimed at improving high-speed connectivity across the National Capital Region. The projects are designed to reduce travel time, ease congestion, and support sustainable urbanization.

With Goel now fully absorbed as Managing Director, the organization is expected to benefit from focused leadership as it moves from construction to operational phases across key corridors.


Implications of Technical Resignation

The acceptance of Goel’s technical resignation is a standard administrative procedure that allows senior civil servants to transition into leadership roles in public sector organizations outside their parent cadre. By formally retiring from railway service, Goel can now dedicate his efforts entirely to NCRTC without dual service obligations.
