Raipur : Bharatiya Janata Party (BJP) state media co-in-charge Govind Gupta has strongly rejected allegations being raised by the opposition regarding land and plot allotments under the Kachna-Labhndi-Sadddu Town Development Scheme, calling the charges “factually incorrect and misleading.”
Gupta said that the town development scheme was not designed to benefit any particular individual or landowner. According to him, a uniform policy has been applied to all affected farmers and landowners, while the prescribed town planning norms and procedures have been followed transparently.
No Change of Village for Kachna Land
Addressing allegations that landowners whose original land was in Kachna were being allotted alternative plots in Sadddu, Gupta termed the claim completely false.
He said the initial notification for the scheme was issued on December 5, 2025, while the draft map was published on September 11, 2026.
According to the draft plan, landowners whose original land falls within Kachna village have been proposed plots within Kachna itself. Gupta clarified that there has been no change of village in the allotment of land, contrary to claims being made by the opposition.
37 Plots Along 45-Metre-Wide Road
Gupta also responded to questions surrounding a 45-metre-wide road and the proposed location of Plot No. 25.
He said the issue should not be viewed in isolation, as Plot No. 25 is not the only plot proposed along the major road. A total of 37 plots have been proposed and allotted along the 45-metre-wide road, he said.
According to Gupta, town planning norms provide for larger plots to be connected with wider roads, and the arrangement has been made in accordance with the prescribed planning standards.
He maintained that there was nothing irregular or preferential in the placement of the plots and that the same planning criteria were applicable to all similarly situated landowners.
Distance From Original Land Not Limited to One Case
Responding to allegations regarding the distance between original land parcels and the plots proposed in exchange, Gupta said that the issue was again being presented selectively.
He cited the examples of Khasra Nos. 684/1, 684/5 and 681/1, saying that the proposed Plot Nos. 26 and 37 are located even farther from the respective original land parcels than the case being highlighted by the opposition.
He argued that such differences in location are a consequence of the overall restructuring required under a town development plan and cannot be assessed by looking at a single land parcel in isolation.
Land Reorganisation Required for Public Facilities
Gupta further explained that the restructuring of original land parcels was undertaken to accommodate public infrastructure and essential amenities under the development plan.
He pointed out that the land corresponding to Plot No. 26 in the original layout has been earmarked for a Sewage Treatment Plant (STP).
Similarly, the land corresponding to Plot No. 30 has been proposed for a road and other public amenities, he said.
According to Gupta, such adjustments are an integral part of planned urban development and are made to ensure the availability of infrastructure and public facilities for the entire area.
Opposition Accused of Selective Presentation
Gupta accused the opposition of examining only one plot and one case while ignoring the broader town planning framework and other cases of a similar nature.
He said the allegations were being made without studying the complete town development plan, the draft map and the treatment of similarly situated landowners.
“The entire town planning scheme must be examined as a whole rather than by isolating one plot,” Gupta said, asserting that the same standards have been applied to all affected farmers and landowners.
BJP Claims Transparency and Uniformity
The BJP leader reiterated that the government and planning authorities have followed the prescribed norms while preparing the development plan and allotting proposed plots.
He maintained that the allegations of favouritism or preferential treatment are not supported by the overall planning details and that all affected landowners have been dealt with under the same set of rules and criteria.
Gupta said the opposition’s allegations are therefore misleading and urged that the complete town planning documents and all comparable cases be examined before reaching any conclusion.
The BJP’s position is that the Kachna-Labhndi-Sadddu development scheme is based on uniform planning standards, public infrastructure requirements and equal treatment of affected landowners, rather than individual or selective benefits.
