A new chapter in the development journey of Nyaydhani Bilaspur began today with the formal assumption of charge by IAS officer Prakash Kumar Sarve as the Municipal Commissioner of Bilaspur and Managing Director of Smart City. His appointment has infused fresh momentum into the city’s administration with a clear focus on development, cleanliness, and transparency.
Soon after taking charge, Commissioner Prakash Kumar Sarve held a detailed review meeting with senior officials of the Municipal Corporation and Smart City projects. He stated that the timely, high-quality, and people-centric implementation of government schemes would remain his top priority. Emphasizing public participation, he said that inclusive cooperation between citizens and administration is essential for sustainable urban development.
Target: Rank 1 in Cleanliness
Highlighting Bilaspur’s achievement of securing second place at the national level in the Swachh Survekshan, the Commissioner termed it a matter of pride, while also setting the next goal—achieving the first rank. He described cleanliness as a continuous process and urged citizens to actively contribute toward making the city cleaner.
Arpa River Rejuvenation to Define City’s Identity
Calling the Arpa River the lifeline of Bilaspur, Commissioner Sarve said that the Arpa Rejuvenation and Riverfront Development Project would be completed within the stipulated timeline and with strict quality standards. Concrete steps will be taken to make the river pollution-free and establish it as a new identity of the city.
Focus on Smart City and Basic Civic Amenities
The Commissioner clarified that all ongoing development works under the Municipal Corporation and Smart City Mission would be completed on time. Ensuring uninterrupted water supply, roads, sanitation, street lighting, and other basic civic facilities for residents will be a key focus area.
Development to Reach Newly Added Areas
He also reaffirmed the commitment to provide essential infrastructure and development works in the newly included areas under the Municipal Corporation limits, ensuring balanced and inclusive growth across the city.

Commissioner Prakash Kumar Sarve stated:
“No task can be accomplished alone. With strong teamwork and public cooperation, Bilaspur can be transformed into a beautiful, clean, and developed city.”
Earlier, In-charge Commissioner Khajanchi Kumhar formally handed over charge to the newly appointed Commissioner.
