Preventive vigilance session covers public procurement, contract management, digital processes and integrity safeguards
Bilaspur, September 26, 2026: South Eastern Coalfields Limited (SECL) Chief Vigilance Officer Himanshu Jain addressed officials at NTPC Sipat on Saturday, explaining key aspects of public procurement and measures required to make purchasing processes more transparent, accountable and effective.
The session was organised as part of a three-month preventive vigilance campaign and focused on strengthening integrity and compliance in public procurement.
Focus on Transparency and Integrity in Procurement
The session was conducted on the theme “Public Procurement: Framework, Process and Integrity Safeguards.”
During the programme, Jain discussed the importance of transparency, adherence to established rules and effective vigilance mechanisms at different stages of procurement.
He emphasised that an efficient procurement system requires proper planning, compliance with prescribed procedures and effective monitoring.
The session covered the procurement process from its initial planning stage through the completion of the transaction, including different methods of selection, applicable policy provisions, contract management and vigilance safeguards.
Digital Procurement and Record Management
Particular emphasis was placed on strengthening digital procurement systems, record management and compliance mechanisms.
Officials were briefed on how systematic documentation and monitoring can contribute to greater transparency and accountability in procurement-related activities.
The discussions also covered practical aspects of procurement and ways to improve working procedures while ensuring compliance with applicable rules and institutional guidelines.
Senior NTPC and SECL Officials Participate
Several senior officials from NTPC Sipat and SECL participated in the session.

Officials from various departments also attended the programme.
Discussion on Practical Procurement Challenges
The session also provided an opportunity for participating officers to discuss practical aspects of public procurement and explore ways to strengthen institutional practices.
The interaction covered issues related to procurement procedures, contract management, documentation, compliance and vigilance safeguards.
SECL said that such awareness programmes are being organised as part of its preventive vigilance efforts to encourage a transparent work culture, ethical practices and greater accountability across public institutions.
The initiative is intended to strengthen awareness among officials and encourage adherence to established procurement procedures while reducing the scope for irregularities through better planning, documentation and monitoring.
