3,300 Metric Tonnes of Scrap to Be Disposed of; E-Waste Management, Record Review and Disposal of Pending Work to Get Special Focus
Bilaspur, September 23, 2026: South Eastern Coalfields Limited (SECL) has set an ambitious target of cleaning 40 lakh square feet of area and disposing of 3,300 metric tonnes of scrap under Special Campaign 6, being conducted as part of the Government of India’s administrative reforms and public grievance redressal initiative.
The campaign will cover 225 identified locations across various SECL establishments. The implementation phase will run from October 2 to October 31, 2026, with the company focusing not only on cleanliness but also on effective e-waste management, better utilisation of office space, record management and disposal of pending administrative matters.

According to SECL, the disposal of the targeted 3,300 metric tonnes of scrap is also expected to generate revenue for the company.
40 Lakh Sq Ft Area Identified for Cleaning
As part of Special Campaign 6, SECL has identified 225 locations across its offices, establishments and other premises for cleanliness activities.
Around 40 lakh square feet of area will be covered during the campaign. Alongside cleaning activities, the company will identify and remove scrap and other unused materials occupying valuable space.
SECL has set a target for disposal of 3,300 metric tonnes of scrap during the campaign. Apart from clearing space, the disposal is expected to generate revenue through the appropriate disposal of scrap material.
The exercise is intended to improve workplace conditions while making more effective use of available premises.
E-Waste Management Gets Special Attention
A major focus of this year’s campaign will be the systematic management of electronic waste.
SECL will undertake the identification, collection and segregation of e-waste generated at its various offices and establishments. The electronic waste will subsequently be disposed of through prescribed procedures and responsible channels.
The company will also conduct awareness activities for employees and other stakeholders to promote environmentally responsible handling of electronic waste.
The focus on e-waste is particularly relevant as offices and industrial establishments increasingly generate discarded computers, electronic equipment, peripherals and other electrical and electronic items.
SECL’s campaign will therefore go beyond conventional cleanliness activities by incorporating the proper management of electronic waste into the exercise.
Focus on Physical and E-Files
Special Campaign 6 will also focus on improving record management and reducing administrative pendency.
SECL has set targets for reviewing and disposing of both physical and electronic files during the campaign period.
The targets include:
- 500 physical files to be reviewed
- 200 physical files to be disposed of
- 7,000 e-files to be reviewed
- 3,000 e-files to be closed
The exercise is aimed at identifying unnecessary and outdated records, organising documents more efficiently and reducing the amount of space occupied by old physical files.
At the same time, the review and closure of e-files is expected to help streamline digital workflows and reduce pending administrative work.
Better Use of Office Space
The campaign will also address the utilisation of office space.
Removal of obsolete records, scrap and unused material is expected to free up space at SECL establishments. The company plans to use the exercise to organise available office areas more efficiently.
The initiative links cleanliness with broader administrative improvements, including record management, digitalisation and more systematic workplace organisation.
SECL Builds on Special Campaign 5 Results
Special Campaign 6 follows the cleanliness and administrative work undertaken by SECL during Special Campaign 5.
During the previous campaign, SECL had set a target of cleanliness activities at 203 locations but ultimately carried out activities at 229 locations.
More than 43 lakh square feet of area was cleaned during that campaign, while over 6,400 metric tonnes of scrap was disposed of.
The scrap disposal generated approximately ₹24 crore in revenue.
SECL said cleanliness and space-management activities continued even after the official campaign period ended.
Between November 2025 and August 2026, an additional area of approximately 2.52 lakh square feet was cleaned as part of continuing efforts related to cleanliness and space management.
Preparation Phase Underway
The preparation phase for Special Campaign 6 is being conducted from September 15 to September 30, 2026.
During this phase, SECL is identifying campaign targets and locations, selecting areas for cleanliness activities, reviewing old records and pending cases, and identifying scrap and e-waste for disposal.
The implementation phase will subsequently run from October 2 to October 31, 2026.
This preparatory work is intended to ensure that the targets are clearly identified before the implementation phase begins.
What Is Special Campaign 6?
Special Campaigns are conducted under the guidance of the Department of Administrative Reforms and Public Grievances (DARPG), Government of India.
The initiative focuses on institutionalising cleanliness in government offices, reducing pending matters and ensuring more efficient utilisation of government resources.
Special Campaign 6 places particular emphasis on the collection, segregation and responsible disposal of e-waste.
Along with cleanliness, the campaign covers areas such as:
- Scrap disposal and management
- E-waste collection and responsible disposal
- Better utilisation of office space
- Physical and electronic record management
- Digitalisation
- Review and disposal of pending administrative matters

From Cleanliness Drive to Administrative Reform
SECL’s Special Campaign 6 combines physical cleanliness with measures aimed at improving administrative efficiency.
The company is targeting the removal of scrap and obsolete material, systematic management of e-waste, review of old records and reduction of pending files. Together, these measures are intended to make workplaces more organised while improving the management of both physical and digital resources.
The campaign will also build on the results achieved during Special Campaign 5, when SECL exceeded its target for cleanliness locations and disposed of more than 6,400 metric tonnes of scrap.
