SECL Launches Three-Month Preventive Vigilance Campaign with the Theme ‘Integrity to Prosperity’

Bilaspur : South Eastern Coalfields Limited (SECL) has launched a three-month Preventive Vigilance Campaign at its headquarters in Bilaspur in accordance with the directives of the Central Vigilance Commission (CVC), New Delhi. The campaign will continue from August 17 to November 16, 2026, under the theme “Integrity to Prosperity.”

The campaign was formally inaugurated by SECL Chairman-cum-Managing Director (CMD) Harish Duhan. Chief Vigilance Officer (CVO) of Coal India Limited, Brajesh Kumar Tripathi, joined the programme as the Guest of Honour through video conferencing.

The inaugural programme was attended by Director (Technical/Operations) N. Franklin Jayakumar, Director (Human Resources) Biranchi Das, Chief Vigilance Officer Himanshu Jain, Director (Technical/Planning & Projects) Ramesh Chandra Mahapatra, along with heads of departments, senior officials and employees of SECL.

Ceremonial Inauguration

The programme commenced with the lighting of the ceremonial lamp and the garlanding of the portrait of Sardar Vallabhbhai Patel. This was followed by presentations of Vande Mataram, the Coal India Corporate Song and the National Anthem.

On the occasion, CMD Harish Duhan administered the Integrity Pledge to officers and employees, urging them to uphold the highest standards of honesty, transparency and accountability in the discharge of their official responsibilities.

Integrity and Transparency Essential for Organisational Success

Addressing the gathering, CMD Harish Duhan said that integrity, transparency and accountability are the cornerstones of an organisation’s success. He emphasised that preventive vigilance is not merely about preventing irregularities but also about developing systems and work practices that make the decision-making process more transparent, impartial and accountable.

He called upon all officers and employees to strictly follow the guidelines issued by the Central Vigilance Commission and perform their responsibilities with honesty, fairness and professional integrity.

Focus on Strengthening Systems and Identifying Risks

Speaking through video conferencing, Coal India CVO Brajesh Kumar Tripathi said that the primary objective of preventive vigilance is to strengthen procedures and systems and identify potential risks at an early stage.

He observed that the campaign’s theme, “Integrity to Prosperity,” would become meaningful only when integrity becomes an integral part of everyday work culture and decision-making processes.

SECL Chief Vigilance Officer Himanshu Jain stated that preventive vigilance forms the foundation of good governance, transparency and a responsible work culture. He stressed that the active participation of officers and employees would be crucial for the successful implementation of the campaign.

Awareness and Capacity-Building Activities

During the three-month campaign, SECL headquarters and all its operational areas will organise a wide range of activities aimed at strengthening vigilance awareness and promoting ethical work practices.

These activities will include:

  • Vigilance awareness programmes
  • Capacity-building workshops
  • Interactive dialogue sessions
  • Quizzes
  • Essay competitions
  • Debate competitions
  • Other awareness and organisational improvement initiatives

The activities are aimed at strengthening a culture of integrity, transparency and accountability within the organisation while encouraging procedural improvements and better governance practices.

Officials Join Through Video Conferencing

Heads of departments, General Manager (Vigilance), senior officers and employees were present at the SECL headquarters during the inaugural programme. Regional General Managers and officials from various SECL areas also participated through video conferencing, ensuring wider organisational participation in the campaign.

The three-month initiative is expected to provide a structured platform for preventive vigilance, institutional awareness and process improvement, reinforcing SECL’s commitment to transparent, accountable and integrity-driven governance.
