Raipur/Bhilai: A fresh political and administrative controversy has emerged in Chhattisgarh over allegations of long-running iron theft from the Bhilai Steel Plant (BSP), with MLA Rikesh Sen urging Director General of Police Arun Dev Gautam to order a comprehensive and impartial investigation into the alleged network.
In an open letter shared through his Facebook post, Sen raised serious questions over the alleged loss of national assets from the steel plant over nearly four decades. He has claimed that the value of the alleged loss could run into thousands of crores of rupees and has called for the investigation to go beyond individuals allegedly involved at the lower level.
The MLA has sought an inquiry into the alleged roles of transporters, plant officials, scrap contractors and other institutions potentially connected with the suspected network.
Questions Over Alleged Destruction of More Than 100 Vehicles
One of the key issues raised by Sen concerns more than 100 vehicles allegedly used for transporting iron and other material. According to his allegations, several such vehicles were reportedly cut and scrapped overnight.
Sen has urged the DGP to obtain complete records of these vehicles from the Regional Transport Office (RTO), including their registration details, ownership history and the circumstances under which they were dismantled.
The investigation, he said, should establish:
- Who owned the vehicles?
- In whose names were they registered?
- When and why were they scrapped?
- Were their records preserved by any investigating agency?
- What links, if any, did their owners have with the alleged transport network?
If verified, such records could potentially provide an important trail for investigating the alleged movement of material from the plant.
Questions Raised Over the Role of BSP Officials
Sen has also questioned the action allegedly taken against transporters caught in connection with suspected theft.
He has alleged that, in some instances, instead of criminal cases being registered, vehicles were allegedly blacklisted or subjected to administrative action.
The MLA has demanded that the roles of officials responsible at the relevant time, as well as those currently responsible for the system, be examined.
The central question is whether administrative measures alone were adequate in cases involving suspected theft of plant property or whether criminal investigation should have followed.
The answer, however, would depend on official records and the findings of a competent investigation.
Demand for Scrutiny of Scrap Tenders and Weighment Records
Another major aspect of the demand concerns the handling and disposal of scrap and other material from BSP.
Sen has called for an examination of historical records to determine:
- The number of scrap tenders issued over the years;
- Companies and contractors awarded the tenders;
- The quantity of material reportedly taken out of the plant;
- Weighment records for individual consignments;
- Security and surveillance arrangements at the plant;
- Action taken on complaints concerning alleged irregularities.
The allegations, if substantiated, could raise questions not only about theft but also about the effectiveness of systems designed to safeguard a major national industrial asset.
Allegations Regarding Transport Union Collections
Sen has further alleged that a transport union was involved in large-scale collection of money. He has questioned why police and administrative authorities allegedly failed to take suo motu action if such activities were taking place openly.
The MLA has sought an investigation into the alleged flow and utilisation of the money.
A financial investigation, if ordered, could involve scrutiny of transaction records and other relevant financial documents by competent agencies, depending on the nature of the allegations and evidence available.
“Small Accused Arrested, But Who Will Reach the Main Network?”
A central question raised by Sen is whether people already arrested or investigated in connection with alleged theft represent the actual masterminds of the operation or merely individuals at the lower levels of an alleged larger network.
He has called for the investigation to determine:
- Where allegedly stolen material was taken from the plant;
- Who transported it;
- Who allegedly purchased it;
- Where the material was stored;
- Whether anyone provided protection to the alleged network;
- Where the proceeds of the alleged illegal activity ultimately went.
According to Sen, investigating agencies should examine the entire chain rather than restricting the probe to a few individuals.
Demand to Investigate a Factory in Rasamada
The MLA has also referred in his Facebook post to a factory located in the Rasamada area, alleging that there have been longstanding discussions about material allegedly stolen from BSP reaching the premises.
He has questioned why such establishments were allegedly not investigated if complaints or information concerning them were available.
However, allegations against any particular factory, company or individual cannot be treated as established facts without documentary evidence, investigation and due legal process. The response of the concerned parties would also be relevant.
Appeal to DGP Arun Dev Gautam
Sen has directly appealed to DGP Arun Dev Gautam to take personal cognisance of the matter. While praising the police chief’s professional image, the MLA has called for an impartial investigation without political or external influence.
The broader issue raised by the MLA is whether an alleged network operating for several decades could have functioned without the involvement or knowledge of multiple layers of the system.
Earlier Questions Surrounding the Chief Minister’s Response
The alleged iron theft issue had also recently attracted political attention after journalists reportedly questioned Chief Minister Vishnu Deo Sai about the matter.
The Chief Minister’s response and body language during the interaction became a subject of discussion in political circles.
Available reports indicate that Sen had previously raised the alleged issue before the Chief Minister and sought an investigation.
