Amrit Vikas Topno to take charge as new Mungeli Collector; collectors changed in Sakti, Kabirdham and several other districts
Raipur, August 18, 2026: The Chhattisgarh government has carried out a major administrative reshuffle involving 23 IAS officers. The General Administration Department issued the transfer and posting order on Tuesday, August 18, 2026, bringing significant changes to the administrative leadership of several districts.
Among the key changes, Kundan Kumar, the current Collector of Mungeli, has been transferred as Collector of Kanker, while Amrit Vikas Topno, currently Collector of Sakti, has been appointed as the new Collector of Mungeli.
The postings have been made temporarily until further orders.
Kundan Kumar transferred from Mungeli to Kanker
Kundan Kumar, IAS (2014 batch), currently serving as Collector of Mungeli, has been posted as Collector of Kanker.
During his tenure in Mungeli, the administration focused on monitoring development schemes, digital governance, education, revenue administration, rural development and implementation of various welfare programmes.
He will now take charge of Kanker district.
Amrit Vikas Topno appointed Mungeli Collector
Amrit Vikas Topno, IAS (2014 batch), who is currently serving as Collector of Sakti, has been appointed Collector of Mungeli.

He was appointed Collector of Sakti in 2024. In his new assignment, Topno will oversee development projects, revenue administration, agriculture-related matters, education and healthcare, rural and urban development and implementation of government schemes in Mungeli.
Major changes involving several senior IAS officers
The reshuffle includes changes in the responsibilities of 23 officers:
- Sonamani Bora (IAS 1999) – Posted as Principal Secretary, Urban Administration and Development Department, while continuing additional charge of the Science and Technology Department.
- R. Sangeeta (IAS 2005) – Posted as Secretary, Mantralaya.
- Bhuvanesh Yadav (IAS 2006) – Given additional charge of Tribal Development, Scheduled Caste Development, Backward Classes and Minority Development departments.
- Nileshkumar Mahadev Kshirsagar (IAS 2011) – Transferred from Collector Kanker and posted as Director, Urban Administration and Development.
- Bhoskar Vilas Sandipan (IAS 2011) – Given additional charge of Managing Director, Chhattisgarh Civil Supplies Corporation, along with his existing responsibilities.
- Remigius Ekka (IAS 2011) – Posted as Special Secretary, Public Health Engineering Department, with additional charge as Mission Director, Jal Jeevan Mission.

Collector-level changes in Mungeli, Sakti and Kabirdham
The reshuffle brings simultaneous changes in the administrative leadership of Mungeli, Sakti and Kabirdham.
- Mungeli: Amrit Vikas Topno replaces Kundan Kumar.
- Kanker: Kundan Kumar takes charge as Collector.
- Sakti: Jayshree Jain appointed as the new Collector.
- Kabirdham: Tulika Prajapati appointed as the new Collector.
- Mohla-Manpur-Ambagarh Chowki: Tanuja Salam appointed as Collector.
- Gariyaband: Ranbir Sharma appointed as Collector.
The changes are expected to bring new administrative priorities and working approaches in the affected districts.
The order was issued on August 18, 2026, by the General Administration Department on behalf of the Governor of Chhattisgarh. The order has been circulated to the concerned departments, divisional commissioners, collectors and other relevant offices.
