From Undergarments to Shampoo: Indian Telecom Minister Cracks Down on BSNL Director’s ‘Royal’ Trip


New Delhi: In a strong signal against VIP culture and misuse of official privilege, Union Communications Minister Jyotiraditya Scindia has issued a show-cause notice to a senior official of Bharat Sanchar Nigam Limited (BSNL) after details of an extravagant travel protocol went viral on social media.

The controversy centers on a proposed visit to Prayagraj on February 25–26, 2026, by BSNL Director (CFA) Vivek Bansal. An internal office order prepared for the trip listed extensive arrangements that critics described as “royal” rather than professional.

What the Office Order Revealed

According to the leaked document, nearly 50 officers and staff were assigned solely to manage the director’s comfort and hospitality during the two-day visit. The list of arrangements went far beyond standard protocol, including a special “holy dip kit” for bathing at the Sangam.

The kit reportedly included towels, slippers, soap, shampoo, hair oil, a comb, a mirror — and even undergarments. Instructions were issued to keep six male kits and two female kits ready.

In addition, officials were tasked with ensuring the presence of dry fruits, dark chocolates, fresh fruit bowls, and shaving kits in circuit house and hotel rooms. A tightly scheduled itinerary for temple visits and boat rides at the Sangam further added to the perception of a VIP-style tour.

Minister’s Sharp Response

Reacting strongly, Minister Scindia termed the episode a “blatant violation” of established norms. He said the incident was “shocking and unacceptable,” emphasizing that such behavior runs contrary to the government’s zero-tolerance stance on VIP culture.

A show-cause notice has been issued to the director, seeking a written explanation within seven days. The minister also indicated that strict action would follow based on the response.

BSNL Cancels Trip, Promises Action

Following the public backlash, the proposed Prayagraj visit was immediately canceled. BSNL issued an official statement clarifying that the organization has clear rules governing official tours and that the arrangements outlined in the viral order were inconsistent with those norms.

The public sector telecom company added that it would not tolerate any authoritarian or extravagant conduct by its officials in the future and is reviewing the matter internally.

The episode has reignited debate over VIP culture in public sector institutions, with many viewing the swift ministerial action as a warning shot against misuse of authority in government bodies.
