New Delhi/Hyderabad: The Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, to introduce a concessional annual Local Pass for eligible private vehicle owners living near toll plazas.
Under the new provisions, private vehicle owners residing within a 20-km radius of a toll plaza and holding a valid, active FASTag can opt for the discounted Local Pass. Eligible applicants may choose between the existing monthly pass and the new concessional annual Local Pass. Applications for the new pass will open from 1 November 2026.
Annual Fees Based on Location
The annual fee for the Local Pass depends on the location of the toll plaza. If the plaza is situated outside the limits of a municipality or local urban area, the fee is set at ₹1,500. For plazas located within municipal or local urban area limits, the annual fee will be ₹3,000.
The pass will be valid only at the specific toll plaza for which it is issued. The Central Government retains the right to revise the prescribed rates annually on 1 April.
Eligibility Conditions
The Local Pass cannot be used for travel on national highways or expressways where toll is collected through a Closed User Fee Collection System. Additionally, the pass will not be issued if the vehicle owner, driver or person in charge of the vehicle has access to a service road or an alternative route.
The initiative aims to provide relief to local residents who frequently use nearby toll plazas in the course of their daily travel.
