HMIS developed under SECL Vigilance Department’s guidance to be used as the foundation for an integrated Coal India-wide hospital management system
Bilaspur : The Hospital Management Information System (HMIS) developed by South Eastern Coalfields Limited (SECL) is set to be expanded across Coal India Limited, with the proposed integrated system expected to benefit more than 2.2 lakh employees of the coal mining major.
The initiative will use the HMIS developed at SECL as the foundation for creating a common hospital management system for Coal India. The move is aimed at bringing health-service-related processes across hospitals of different Coal India subsidiaries under a shared digital framework.
The proposed expansion is expected to improve the digitisation of medical records, bring greater consistency to hospital processes and strengthen digital monitoring and coordination across the organisation’s healthcare network.
SECL Introduced HMIS in May 2026
The HMIS was launched at SECL on May 27, 2026, by Union Minister of State for Coal and Mines Shri Satish Chandra Dubey.
The system was introduced with the objective of maintaining patients’ medical records digitally while making hospital management processes more organised and easier to monitor.
Under the system, information generated during different stages of a patient’s treatment can be recorded and managed digitally, reducing dependence on paper-based records.
Registration to Treatment Information Available Digitally
The HMIS provides facilities for digitally recording information related to a patient’s registration, medical consultation, treatment and medicines.
Keeping these details in a structured digital format makes it easier for authorised users to access a patient’s previous medical records when required. It can also help maintain continuity of information during subsequent consultations or treatment.
The system brings different stages of the hospital process together rather than maintaining information separately through multiple manual processes.
Online Medical Reimbursement and Medicine Management
SECL’s HMIS also includes facilities related to the online processing of medical reimbursement claims.
The system incorporates arrangements connected with Amrit Pharmacy Centres and medicine management, bringing these activities into the broader digital hospital-management framework.
According to SECL, digitisation of these processes can help reduce paperwork, improve record keeping and make it easier to monitor different stages of a process.
The digital approach is also intended to provide greater visibility into the status of hospital-related activities and administrative processes.
Vigilance Department Played a Key Role
The Vigilance Department of SECL has played an important role in the development and advancement of the initiative.
Under the department’s guidance, efforts were made to use digital systems to improve transparency, accountability and monitoring in processes associated with healthcare services.
The experience gained through development and implementation of the system at SECL has now provided the basis for considering its expansion across Coal India.
The proposed Coal India-wide system will build on this experience while creating an integrated framework that can be used across hospitals operated by different subsidiaries.
Himanshu Jain Highlights Transparency and Accountability
SECL Chief Vigilance Officer Himanshu Jain said the HMIS has been developed with the objective of systematically organising healthcare-related processes through digital technology.
“Through HMIS, an effort has been made to digitally organise processes related to healthcare services. This will help in better management of medical records, monitoring of processes and strengthening accountability. The expansion of this system, developed at SECL, at the Coal India level is an important step towards taking this initiative forward.”

The proposed expansion will cover the wider Coal India network and is expected to benefit more than 2.2 lakh employees.
