CVC annual report reveals that 64,905 complaints were disposed of by December 31, 2025, while 5,679 remained pending at the end of the year
New Delhi : More than 70,000 complaints alleging corruption against government departments, public institutions and other organisations were received in 2025, with banks and the Railways accounting for the highest number of complaints, according to the latest annual report of the Central Vigilance Commission (CVC).
According to the report, Chief Vigilance Officers (CVOs) received a total of 70,584 complaints during the year. Of these, 64,905 complaints were disposed of by December 31, 2025, while 5,679 complaints remained pending at the end of the year.
Chief Vigilance Officers are generally expected to complete the examination of complaints within three months. However, 2,002 complaints had remained pending for more than three months as of the end of 2025.
Banks Received the Highest Number of Complaints
Banks topped the list of sectors and organisations receiving corruption-related complaints during 2025.
A total of 9,933 complaints were received against banks. Of these, 9,520 were disposed of, while 413 complaints remained pending at the end of the year.
Among the pending complaints against banks, 52 cases had remained unresolved for more than three months.
Railways Ranked Second
The Railways recorded the second-highest number of corruption complaints during the year.
A total of 9,381 complaints relating to the Railways were received in 2025. Authorities disposed of 8,754 complaints, while 627 remained pending at the end of the year.
Of the pending railway-related complaints, 10 had been pending for more than three months.
Housing and Urban Affairs Among Major Categories
The Housing and Urban Affairs sector accounted for 6,531 complaints during the year.
Meanwhile, 4,834 complaints were received against various local bodies, excluding the Delhi Government.
The local bodies covered under this category include institutions such as the Delhi Jal Board, Delhi Transport Corporation, Municipal Corporation of Delhi, New Delhi Municipal Council and Delhi Urban Shelter Improvement Board.
The category also includes organisations such as the Delhi State Industrial and Infrastructure Development Corporation, Delhi Transco and Delhi Tourism and Transportation Development Corporation.
Coal and Finance Sectors Also Faced Thousands of Complaints
According to the CVC report, 4,118 complaints were received concerning employees and establishments in the coal sector.
The financial sector recorded 3,107 complaints, while 2,804 complaints were related to the Delhi Government and 2,722 complaints concerned the Ministry of Petroleum and Natural Gas.
Over 2,600 Complaints Against Delhi Police
The Delhi Police received 2,633 corruption-related complaints during 2025.
The Road Transport and Highways sector recorded 2,139 complaints, while the Ministry of Home Affairs, excluding Delhi Police, received 2,036 complaints.
Other departments and sectors that recorded a significant number of complaints included:
- Human Resource Development: 2,030 complaints
- Labour Ministry: 1,894 complaints
- Insurance companies: 1,536 complaints
- Telecommunications: 1,469 complaints
- Defence Ministry: 1,410 complaints
- Consumer Affairs, Food and Public Distribution: 1,123 complaints
- Steel Ministry: 1,023 complaints
- Department of Posts: 1,003 complaints

CVC Forwarded 18,651 Complaints for Necessary Action
The CVC also forwarded 18,651 complaints to Chief Vigilance Officers during 2025 for examination and necessary action.
The highest number of complaints forwarded by the Commission—4,110—were related to local bodies other than the Delhi Government.
The Commission also forwarded:
- 1,749 complaints related to banks
- 1,428 complaints related to the Railways
- 1,318 complaints related to the Petroleum Ministry
- 1,307 complaints related to the Delhi Government
- 1,016 complaints related to the Defence Ministry
What the CVC Data Indicates
The figures highlight the continued volume of corruption-related complaints being reported across India’s public-sector institutions and government departments.
While a large majority of complaints received by CVOs during 2025 were disposed of within the year, the 5,679 cases pending at year-end, including 2,002 complaints pending for more than three months, underline the need for timely examination and disposal of vigilance-related matters.
The CVC’s annual data provides an overview of the sectors where citizens and other stakeholders reported the highest number of alleged corruption-related issues during the year.
