SECL’s ‘DigiCOAL’ Initiative Showcased as Model for Transparent Governance at National Vigilance Workshop


New Delhi |South Eastern Coalfields Limited’s (SECL) digital transformation initiative, DigiCOAL, was presented as a model of transparent and accountable governance during a national workshop organized by India’s Central Vigilance Commission (CVC) on Wednesday.

The workshop, titled “Digital Initiatives for Increasing Transparency in Governance,” was held at the SCOPE Convention Centre in New Delhi and brought together representatives from public sector enterprises and government organizations across the country.

SECL’s Chief Vigilance Officer, Himanshu Jain, delivered a detailed presentation highlighting how the DigiCOAL initiative has strengthened transparency, operational efficiency, and accountability in mining operations through advanced digital monitoring and data-driven management systems.

According to the presentation, DigiCOAL integrates real-time surveillance and analytics across critical mining activities. SECL has deployed a HEMM Fleet Monitoring System to track heavy mining equipment such as shovels, dumpers, and dozers using sensor-based technology. The system monitors equipment location, operating hours, and fuel consumption, while automatically detecting abnormal fuel usage, excessive idle time, and route deviations.

SECL has also implemented video analytics and connected worker systems to improve safety management, operational control, and emergency response capabilities. In addition, drone-based surveys are being used to identify encroachments, monitor haul roads and mine slopes, and assess drainage systems during the monsoon season with greater accuracy.

The DigiCOAL platform further supports data-driven mine planning and optimized drilling and blasting processes, making production more scientific and precise. Complementary initiatives such as digital land records, online training platforms, spare-parts management systems, and a centralized digital war room have helped create an integrated, tamper-proof digital ecosystem.

The national workshop was simultaneously webcast at SECL’s headquarters in Bilaspur, where senior leadership participated collectively. SECL Chairman and Managing Director Harish Duhan joined the session via video conference, along with Director (Technical–Operations) N. Franklin Jayakumar, Director (Personnel) Biranchi Das, Director (Finance) D. Sunil Kumar, and Director (Technical–Projects & Planning) Ramesh Chandra Mahapatra. Senior executives, officers, and employees from all SECL operational areas were also present.

The recognition of DigiCOAL at a national platform marks a significant milestone in SECL’s digital transformation journey. Officials said the initiative demonstrates how advanced technology can reinforce transparency and good governance while ensuring responsible and efficient fulfillment of the nation’s energy requirements.
