Abu Dhabi: In a major diplomatic development, senior officials from Ukraine, Russia, and the United States have convened in Abu Dhabi for the second round of trilateral peace negotiations, marking what diplomats describe as the most serious effort yet to secure a ceasefire since the conflict intensified several years ago.
The talks are being hosted by the United Arab Emirates, reinforcing the country’s growing role as a neutral platform for high-level international diplomacy. Representing Ukraine is Defense Secretary Rustem Umerov, while the Russian delegation is led by Admiral Igor Kostyukov, Chief of Russia’s Military Intelligence. The United States is participating as the principal mediator.
The Proposed Framework
According to sources familiar with the discussions, negotiations are centered around the so-called “Abu Dhabi Framework.” The proposal reportedly includes a phased withdrawal of forces from the Donetsk and Luhansk regions, paired with international security guarantees. The U.S. delegation is advocating a 120-day temporary freeze on all frontline military movements as a confidence-building measure to stabilize the situation.
Tensions Persist on the Ground
Despite cautious optimism at the negotiating table, conditions on the ground remain fragile. Just hours before the talks began, a significant drone strike was reported near the border area, underscoring the volatility of the conflict and the challenges facing the peace process.
