BHILAI, CHHATTISGARH: The Youth Congress staged a major protest inside the Bhilai Steel Plant township on Saturday, opposing changes to the house lease, licensed accommodation and retention policies of the Bhilai Steel Plant (BSP) management.
The protest was led by Bhilai Nagar Congress MLA Devendra Yadav, with a large number of local residents, retention holders, license holders and Youth Congress workers participating in the “Save Bhilai” movement.
The protesters raised slogans against the BSP management, objecting to notices allegedly issued to residents asking them to vacate company accommodation.
‘Save Bhilai’ Protest Gains Momentum
Carrying “Save Bhilai” posters and banners, a large group of residents and Congress workers gathered at Murga Chowk and raised slogans against the plant management.
MLA Devendra Yadav personally led the protest and addressed the participants.
Ahead of the demonstration, the police and Central Industrial Security Force (CISF) had deployed security personnel and installed several barricades at different locations beyond Murga Chowk to prevent the protesters from entering restricted areas.
During the protest, an agitated group of demonstrators broke through the first barricade and moved forward.
Security personnel subsequently stopped the protesters at a second barricade near the Public Relations Department of the plant.
The confrontation led to pushing and jostling between protesters and police and CISF personnel as security forces attempted to prevent the demonstrators from moving further.
Congress Opposes Notices to Thousands of Houses
Addressing the gathering, Devendra Yadav alleged that the BSP management had issued notices to more than 10,000 residential units asking occupants to vacate them.
“We oppose the notices issued for more than 10,000 houses. There is a plan to vacate these houses and hand them over to a private organization. We will not allow even a single house to be vacated,” Yadav said.
The Congress leader alleged that the proposed changes could affect a large number of families living in the Bhilai township.
He said the issue was not limited to individual residents but concerned the future of Bhilai’s township and its existing settlement structure.
Protesters Demand Withdrawal of Policy Changes
A large number of affected residents from different sectors joined the demonstration.
The protesters demanded that the BSP management withdraw decisions related to house leases, licensed accommodation and retention housing.
They argued that changes to the existing arrangements could create uncertainty for families that have lived in the township for years.
The demonstration was organized under the leadership of Zulfikar Ahmed Siddiqui, General Secretary of the Pradesh Youth Congress.
Congress workers and affected residents said they would continue opposing the management’s decisions until their demands are addressed.
MLA Accuses BSP Management of Trying to Alter Bhilai Township
Devendra Yadav accused the BSP management of attempting to disrupt the existing settlement pattern of Bhilai by seeking to vacate a large number of residential units.
He alleged that after the houses are vacated, there is a plan to hand them over to a private organization.
Yadav said the Congress would not allow any house in the township to be vacated and announced that the “Save Bhilai” movement would continue.
The protest reflects growing concern among residents affected by changes to the plant’s residential accommodation policies.
What Are House Lease and Retention Notices?
A house lease generally refers to a long-term legal agreement under which a property owner or company provides a residential property to another party for use under specified terms and conditions.
In the context of company townships, housing may be provided to employees or eligible occupants under specific lease, license or allotment arrangements.
A retention notice, meanwhile, generally relates to the continuation or termination of an occupant’s right to retain a property after the original eligibility, lease or service-related period has ended.
Depending on the terms of the relevant housing policy, such notices may require an occupant to vacate the premises, surrender possession or comply with revised conditions.
The exact rights and obligations of residents depend on the applicable BSP housing policies, allotment terms and legal agreements.
Congress Says Agitation Will Continue
The Congress-led protest brought together political workers and affected residents from several sectors of Bhilai township.
The protesters said they would continue their campaign against changes to the house lease, license and retention policies and demanded that the BSP management reconsider its decisions.
The Saturday demonstration also highlighted the growing tension between residents, political representatives and the plant management over the future of residential accommodation in the Bhilai township.
