New Delhi / Chandigarh: The resignation of Dharmendra Pradhan as Union Education Minister has intensified the political debate over examination security and paper leak controversies in Punjab, with the Bharatiya Janata Party (BJP), Indian National Congress, and Shiromani Akali Dal (SAD) demanding the resignation of Punjab Education Minister Harjot Singh Bains.

The opposition parties argue that Pradhan’s resignation has established a benchmark for political accountability, questioning why similar responsibility has not been accepted by the Bhagwant Mann-led Aam Aadmi Party (AAP) government despite repeated allegations of paper leaks and recruitment examination irregularities.

Several Punjab Congress Members of Parliament, including Amarinder Singh Raja Warring, Gurjeet Singh Aujla, Dr. Amar Singh, and Sher Singh Ghubaya, staged a protest in Parliament, alleging that six major paper leak incidents over the past four years have affected nearly 500,000 students and job aspirants.

The Congress leaders accused the Punjab government of failing to protect the future of the state’s youth and demanded both Education Minister Harjot Singh Bains and Chief Minister Bhagwant Mann accept responsibility for the recurring controversies.

BJP Calls for Political Accountability

The BJP said Dharmendra Pradhan’s resignation reflected the highest standards of accountability and moral responsibility, adding that Punjab’s Education Minister should follow the same example.

BJP National Spokesperson Shehzad Poonawalla stated that while the Union Minister stepped down, six to seven alleged paper leak incidents in Punjab had occurred without any minister accepting responsibility.

  • Punjab Public Service Commission (PPSC) Naib Tehsildar Recruitment Examination

According to the opposition, these incidents exposed systemic weaknesses, poor examination management, inadequate security arrangements, and insufficient monitoring mechanisms.

Pharmacy Officer Recruitment Case

The opposition referred to the recent Pharmacy Officer Recruitment Examination, where police allegedly uncovered an interstate cheating racket.

Investigators alleged that candidates used pen cameras to transmit question papers through WhatsApp, while answers were relayed using concealed Bluetooth devices. Police reportedly arrested 35 individuals in connection with the investigation.

Other Recruitment Irregularities

The opposition also cited allegations involving the PSSSB Group-B Recruitment Examination, where an unusually high number of top-ranked candidates reportedly came from the same district, leading to an investigation by the Punjab Vigilance Bureau.

In the Excise Inspector Recruitment Examination, candidates alleged that question paper packets had already been opened before the examination. They also raised concerns regarding incorrect admit cards, distant examination centers, and inadequate security arrangements.

Similarly, investigators reportedly uncovered an organized cheating network involving Bluetooth devices during the PPSC Naib Tehsildar Recruitment Examination.

The opposition also referred to earlier Punjab School Education Board controversies, including the cancellation of a Class XII examination after question papers allegedly surfaced before the scheduled test.

Comparison with the Central Government

The BJP contrasted Punjab’s handling of examination security with measures adopted by the Government of India, highlighting the Public Examinations (Prevention of Unfair Means) Act, 2024, which prescribes five to ten years of imprisonment and fines of up to ₹10 crore for serious paper leak offenses.

The party also cited reforms introduced at the national level, including:

  • Biometric candidate verification
  • Artificial Intelligence (AI)-based surveillance
  • Computer-based testing
  • Central Bureau of Investigation (CBI) probes in major cases
  • Formation of a high-level examination reform committee
  • Enhanced digital monitoring and security systems.

Criticism of Punjab Government

The BJP alleged that the Punjab government has not enacted a dedicated anti-paper leak law and has failed to introduce comprehensive reforms despite repeated controversies.

The party questioned why enhanced safeguards such as CCTV surveillance, signal jammers, stronger monitoring systems, and stricter examination security protocols had not been fully implemented.

Opposition leaders also argued that the AAP government’s pre-election promise of “Sikhya Kranti” and a transparent education system has been undermined by repeated allegations of examination irregularities.

Calls for Transparency

The BJP and Shiromani Akali Dal demanded that the Punjab government publicly disclose:

“Every examination must be protected through technology, accountability, and independent oversight. Public trust is difficult to rebuild once compromised,” Thompson said.

Jennifer Collins, an American governance and public administration expert, noted that governments must respond to examination fraud with both swift investigations and long-term institutional reforms.

“Strong laws are important, but equally important are preventive mechanisms, transparent investigations, and continuous monitoring to ensure fairness for every student and job applicant,” Collins said.
