NLC India Begins First Commercial Sale of M-Sand Made From Mine Overburden at Neyveli

New Delhi : NLC India Limited (NLCIL), a Navratna Central Public Sector Enterprise under India’s Ministry of Coal, has begun the first-ever commercial sale of Manufactured Sand (M-Sand) produced from overburden soil generated during mining operations at its Mine-I facility in Neyveli, Tamil Nadu.

The initiative marks a significant step in NLCIL’s efforts to convert mining waste into a useful construction material while promoting resource efficiency, sustainable mining and circular-economy practices.

The commercial sale of the M-Sand was formally launched on October 7 at the M-Sand plant area of Mine-I, Neyveli. The event was flagged off by Samir Swarup, Director (Human Resources) and Director (Mines) holding additional charge at NLCIL, in the presence of senior company officials.

Among those attending the launch were I. S. Jasper Rose, Executive Director (Mines); N. Kumar, Unit Head, Mine-I; N. Arivazhagan, General Manager, Marketing & SDC; and other senior NLCIL officials.

Turning Mining Overburden Into a Valuable Resource

The new initiative is designed to make productive use of overburden soil generated during mining activities. Overburden refers to the soil and other material that must be removed to access mineral or coal deposits. Traditionally, such material can require significant storage and management.

Through the M-Sand project, NLCIL is processing suitable overburden material into manufactured sand that can be used as a construction input.

The company described the initiative as a first of its kind in the history of NLC India and said it represents an important move toward “Waste to Wealth” by converting material generated through mining operations into a marketable, value-added product.

The project also supports the broader principles of a circular economy, in which materials are recovered, processed and reused rather than treated solely as waste.

BIS-Certified M-Sand Approved for Construction

According to NLCIL, the manufactured sand produced at its Neyveli facility is Bureau of Indian Standards (BIS) certified and has also been approved by the Tamil Nadu Public Works Department (PWD) for construction activities.

The certifications and approvals are intended to ensure that the M-Sand meets the required quality standards for its approved applications.

Manufactured sand is increasingly being used as an alternative to naturally sourced river sand in construction. Its production can help reduce dependence on natural sand resources while providing an engineered material with controlled characteristics.

NLCIL’s initiative therefore has the potential to support both mining-waste management and the construction sector, subject to market demand and the applicable quality and regulatory requirements.

Supporting Sustainable Mining

The launch is part of NLCIL’s broader efforts to improve resource utilization and reduce the environmental impact associated with mining operations.

Mining activities inevitably generate large quantities of overburden that must be removed and managed before and during extraction. Finding productive uses for suitable portions of this material can help improve land and resource efficiency.

By processing overburden into M-Sand, NLCIL is seeking to create additional value from material generated during its existing mining operations.

Linked to Special Campaign 6.0

The commencement of M-Sand sales also forms part of NLCIL’s observance of Special Campaign 6.0, the Government of India’s nationwide initiative focused on institutionalizing cleanliness, improving workplace practices and encouraging innovative approaches to waste reduction and resource management.

The M-Sand project aligns with these objectives by demonstrating how material previously viewed primarily as mining overburden can be processed and put to productive use.

The initiative highlights the potential for public-sector enterprises to integrate waste reduction and resource recovery into their core industrial operations.

Potential Benefits for the Construction Sector

The commercial availability of NLCIL’s M-Sand could provide an additional source of construction material for infrastructure and building activities in Tamil Nadu and potentially other markets, depending on logistics and commercial distribution.

The use of manufactured sand has gained importance in India as demand for construction materials continues to grow and concerns surrounding the extraction of natural river sand increase.

M-Sand is manufactured by processing suitable rock or mineral-based material to produce sand with controlled particle characteristics. Its suitability for specific construction applications depends on factors such as grading, quality, testing and compliance with relevant standards.

NLCIL’s BIS certification and Tamil Nadu PWD approval provide an important regulatory foundation for the company’s commercial M-Sand operations.
