PM Modi Calls for Transforming Public Perception of Police at 60th DGP–IGP Conference in Raipur


Raipur, November 30, 2025 — Prime Minister Narendra Modi presided over the 60th All India Conference of Director Generals and Inspector Generals of Police at the Indian Institute of Management (IIM), Raipur, emphasizing a comprehensive roadmap to align national policing with the vision of Viksit Bharat. The three-day national conference is centered on the theme “Viksit Bharat: Security Dimensions.”

Delivering the keynote address, the Prime Minister underscored the urgent need to transform public perception of policing, especially among the youth. He stressed that professionalism, sensitivity, and public responsiveness must become defining pillars of modern police forces. Improvement of urban policing, reactivation of tourist police units, and increased public awareness of the new criminal laws — Bharatiya Nyay Sanhita, Bharatiya Sakshya Adhiniyam and Bharatiya Nagrik Suraksha Sanhita — were highlighted as immediate priorities.


Technology and Forensics at the Core of Future Policing

Prime Minister Modi urged State and Union Territory police forces to undertake tech-driven reforms and enhance the use of Artificial Intelligence, digital databases and NATGRID integration to generate real-time actionable intelligence.

He encouraged academic institutions to pursue research and case studies on forensic science applications to strengthen scientific-based investigations. The PM noted that increasing forensic dependency is critical to ensure stronger prosecution and greater conviction rates.

The Prime Minister also emphasized:

  • Regular monitoring of banned outfits
  • Sustainable development of areas freed from Left Wing Extremism
  • Innovation in coastal policing and island security

Regarding narcotics, he reiterated that combating drug abuse requires a Whole-of-Government approach, combining enforcement with rehabilitation and community participation.


Deliberations on National Security Priorities

The Conference brought together senior security leadership from across the country for detailed discussions on:

  • Long-term Vision 2047 policing roadmap
  • Emerging counter-terrorism and counter-radicalisation trends
  • Leveraging technology to improve women’s safety
  • Strategies to track and bring back overseas fugitives
  • Expansion of forensic capabilities for efficient investigation and prosecution

Focus on Disaster Preparedness and Coordinated Response

With reference to recent natural emergencies including Cyclone Ditwah, the Prime Minister called for stronger national mechanisms for disaster preparedness. He stated that proactive planning, seamless coordination, and real-time execution are essential to save lives and minimise disruptions during cyclones, floods, and similar calamities.


Honouring Distinguished Service

During the event, Prime Minister Modi presented the President’s Police Medals for Distinguished Service to officers of the Intelligence Bureau. He also honoured the three best-performing cities in the newly established Urban Policing Awards, a first-of-its-kind initiative aimed at fostering excellence and innovation in metropolitan policing.
