Chhattisgarh Government Suspends Mungeli District Food Officer Over Lapses in Paddy Procurement

In a major administrative action, the Chhattisgarh state government has suspended Hulesh Dadsena, the District Food Officer of Mungeli, with immediate effect for alleged serious negligence in the paddy procurement system. The suspension was ordered on January 21, 2026, citing violations of the Chhattisgarh Civil Services (Conduct) Rules, 1965.

According to the official order, Dadsena was found responsible for multiple lapses, including poor management at paddy procurement centers, failure to effectively monitor rice mill lifting, irregular inspections of procurement centers, and lack of timely verification of paddy being lifted from centers. The government termed these acts as gross dereliction of duty.

Based on the gravity of the charges, the state invoked Rule 9 of the Chhattisgarh Civil Services (Classification, Control and Appeal) Rules, 1966, leading to his suspension pending further departmental proceedings.

Headquarters Shifted to Nava Raipur

During the suspension period, Dadsena’s headquarters has been assigned to the Directorate of Food, Civil Supplies and Consumer Protection, located at Indravati Bhavan, Nava Raipur. The order also states that he will be entitled to a subsistence allowance as per government norms during this period.

Strong Message on Accountability

The state government emphasized that paddy procurement is a sensitive process directly linked to farmers’ livelihoods, and any negligence in its execution will not be tolerated. Officials said the action sends a strong message that accountability and transparency are non-negotiable in systems affecting farmer welfare.

The suspension is being viewed as a firm step toward strengthening oversight and restoring credibility in Chhattisgarh’s paddy procurement mechanism, which plays a crucial role in the state’s agrarian economy.
