New Delhi // The Appointments Committee of the Cabinet (ACC) has approved a series of high-level appointments and deputations to various foreign and captive posts of the Government of India. The appointments span the Deputy Secretary, Director, and Joint Secretary levels and involve key international organizations and Indian diplomatic missions across the globe.
The latest appointments are aimed at strengthening India’s representation in major international financial institutions, multilateral organizations, and overseas diplomatic missions while enhancing policy coordination in strategic sectors.
Senior-Level Joint Secretary Appointments
Baldeo Purushartha Appointed to Asian Development Bank
Baldeo Purushartha, IAS (Punjab Cadre: 2002), currently serving as Joint Secretary, Department of Economic Affairs, has been appointed as Senior Adviser to the Executive Director at the Asian Development Bank (ADB), Manila, Philippines.
The assignment is a Joint Secretary-level captive post under the Department of Economic Affairs, and he will serve on a deputation basis.
Rahul Jam Posted to International Monetary Fund
Rahul Jam, IAS (Madhya Pradesh Cadre: 2005), presently Joint Secretary, Ministry of Corporate Affairs, has been appointed as Senior Adviser to the Executive Director (India) at the International Monetary Fund (IMF), Washington D.C., USA.
The position is a Joint Secretary-level captive post under the Department of Economic Affairs.
Brij Mohan Mishra to Embassy of India, Tokyo
Brij Mohan Mishra, IAS (AGMUT Cadre: 2008), serving as Joint Secretary, Ministry of Commerce and Industry, has been appointed as Minister (Economic and Commercial) at the Embassy of India, Tokyo, Japan.

Satyajit Mohanty Named India’s Representative to ICAO
Satyajit Mohanty, IRS (Customs & Indirect Taxes: 1999), serving as Joint Secretary, Ministry of Defence, has been appointed as Representative of India to the Council of the International Civil Aviation Organization (ICAO) in Montreal, Canada.
The assignment is a Joint Secretary-level captive post under the Ministry of Civil Aviation.
Extension of World Bank Assignment
The ACC has also approved a two-year extension in the foreign deputation of Shri Hemang Jani as Senior Adviser to the Executive Director at the World Bank, Washington D.C.
His tenure has been extended up to July 16, 2029, or until his successor assumes charge, or until further orders, whichever is earlier.

Kapil Patidar Posted to IMF
Kapil Patidar, Indian Economic Service (IES: 2011), currently Director, Department of Economic Affairs, has been appointed as Adviser to the Executive Director (India) at the International Monetary Fund (IMF), Washington D.C.
The appointment is for three years on deputation under the Department of Economic Affairs, with his existing central deputation tenure being curtailed.
Gopalakrishnan Ganesan to Washington D.C.
Gopalakrishnan Ganesan, Indian Railway Accounts Service (IRAS: 2009), currently Director, Ministry of Steel, has been appointed as Counsellor (Economic) in the Economic Wing of the Embassy of India, Washington D.C., USA.
This is a Director-level foreign post under the Department of Economic Affairs.
Subhash Kumar Appointed Director, SAARC Secretariat
Subhash Kumar, Indian Defence Accounts Service (IDAS: 2011), serving as Director, Ministry of Defence, has been appointed as Director at the SAARC Secretariat in Kathmandu, Nepal.

Ms. Jivisha Joshi Gangopadhyay, Indian Railway Traffic Service (IRTS: 2013), currently Deputy Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), has been appointed as First Secretary (Legal) at India’s Permanent Mission to the WTO, Geneva.
