Analysis: Unregulated Sand Mining Is Causing Severe Damage to India’s Rivers

Sand is essential for construction and economic development, but unchecked extraction from riverbeds is disrupting river systems, groundwater, biodiversity and the livelihoods of communities dependent on rivers.

New Delhi : Sand is one of the most heavily extracted solid natural resources in the world and plays a crucial role in modern infrastructure. It is widely used in concrete, asphalt and the construction of roads, bridges, hospitals and homes. However, the rapidly growing demand for sand is putting increasing pressure on river ecosystems, which remain one of the major sources of construction sand.

According to the United Nations Environment Programme (UNEP), sand and gravel are the second-most extracted natural resources after water, with demand driven primarily by the construction sector. Concrete can contain a substantial proportion of sand, making the material critical to infrastructure development.

With urbanisation accelerating worldwide, global demand for sand is expected to continue rising sharply. But excessive extraction from rivers can cause long-lasting damage to river morphology, groundwater systems, biodiversity and human settlements.

Why Sand Is Important for Rivers

Sand is not simply a construction material. In natural river systems, it performs several important ecological functions.

River sand helps:

  • Filter and store water
  • Recharge groundwater systems
  • Protect riverbanks and coastlines
  • Maintain aquatic habitats
  • Support fish, birds, insects, plants and other wildlife
  • Maintain the natural movement of sediment through river channels

When sand is removed faster than rivers can naturally replenish it, this delicate balance is disrupted.

Uncontrolled Mining Changes River Geography

Excessive sand extraction alters the shape and depth of riverbeds and disrupts the natural balance between erosion and sediment deposition.

Mining can trigger head-cutting, where erosion moves upstream from extraction sites. Downstream, the phenomenon known as “hungry water” can occur when sediment-starved water increases erosion of riverbanks and channels.

These processes can deepen river channels, destabilise banks and increase the risk of collapse.

In some locations, excessive extraction can also lower the riverbed below the natural groundwater level. This may reduce groundwater recharge and alter the relationship between surface water and groundwater.

As groundwater levels fall, communities dependent on wells and river water can face increasing water insecurity.

Ecological Damage Can Be Extensive

The removal of river sand directly destroys habitats for organisms living on and within the riverbed.

These organisms—including microorganisms, aquatic plants and bottom-dwelling invertebrates—form an important part of the river’s food chain.

Mining can also increase water turbidity. Suspended sediment reduces the amount of sunlight reaching underwater plants and can affect algae, aquatic organisms and fish eggs.

The effects can move through the food chain, eventually affecting fish, birds and mammals that depend on healthy river ecosystems.

Infrastructure and Agriculture Also Face Risks

The consequences are not limited to wildlife.

Riverbed degradation and bank erosion can increase the vulnerability of:

  • Roads
  • Bridges
  • Pipelines
  • Embankments
  • Irrigation infrastructure
  • Agricultural land
  • Drinking-water systems

Falling groundwater levels can also affect farmland along riverbanks and reduce the reliability of wells and other local water sources.

India’s Illegal Sand-Mining Economy

In India, the environmental consequences are compounded by widespread illegal sand mining.

High demand and limited enforcement have contributed to the growth of an underground sand economy in several parts of the country. Illegal operations can involve corruption, intimidation, violence and alleged political protection.

Although India has national guidelines and state-level regulatory mechanisms governing minor mineral and sand extraction, enforcement and monitoring remain major challenges.

In many cases, extraction can occur at a rate far greater than the natural rate at which river systems replenish sediment.

Satellite Technology Is Revealing the Scale of the Problem

Until recently, measuring changes caused by sand mining across India’s enormous river network was difficult.

Advances in satellite imagery, drone surveys and historical-map comparisons are now allowing researchers to monitor river systems with much greater precision.

A report published in Nature on June 13, 2026, highlighted research led by geographer Priyanka Patel of Presidency University, Kolkata, examining the Subarnarekha River in West Bengal using Google Earth imagery from 2016 to 2024.

Researchers systematically identified mining-related features such as pits, ponds, roads and mounds.

In one monitored section, the number of sand ponds increased by around 2.5 times between 2021 and 2022, while the number of sand pits doubled.

The total area occupied by sand ponds also increased significantly—from approximately 7,650 square metres in 2020 to 22,477 square metres in 2022.

Such evidence provides a clearer picture of the scale and speed of riverbed disturbance caused by mining.

Satellite Data Also Points to Changes in the Yamuna

Researchers from the Indian Institute of Technology Gandhinagar have also used decades of satellite observations to study changes along the Yamuna River.

Their analysis of a roughly 460-kilometre stretch of the river indicated significant narrowing of the active channel around 2011–2013, during a period when sand extraction was reportedly increasing.

The finding challenges the common assumption that mining simply makes rivers wider. Excessive removal of sediment can instead contribute to deeper channel incision and a reduction in the active floodplain.

Such research demonstrates how remote sensing can help identify changes that might otherwise remain difficult to document across large river systems.

The Human Cost Remains Poorly Documented

The environmental impact of sand mining is only part of the crisis.

Illegal and poorly regulated mining can also create serious risks for workers, transporters and local residents.

Accidents associated with:

  • Collapsing riverbanks
  • Deep mining pits filled with water
  • Overloaded transport vehicles
  • Mining-related confrontations
  • Enforcement operations

have resulted in deaths in different parts of India.

However, there is no comprehensive national database that fully captures the human cost associated with illegal and unsafe sand mining.

Organisations such as the South Asia Network on Dams, Rivers and People (SANDRP) have documented numerous incidents, but the overall scale of the problem remains difficult to quantify.

Governance Is a Major Challenge

The UNEP’s work on sand highlights two important governance challenges.

First, sand is rarely managed as a strategic national resource. Responsibility is divided among different departments and levels of government, making accountability difficult.

Second, decision-making often lacks adequate understanding of sediment budgets and ecological limits.

Every river system has a different capacity to naturally replenish sediment. Treating all rivers in the same way can therefore result in extraction levels that exceed ecological limits.

Greater transparency, scientific monitoring and community participation are essential for addressing these gaps.

What Can Be Done?

Simply increasing the number of mining licences or conducting occasional enforcement drives will not be enough.

A more scientific, river-specific approach is required.

1. Establish Scientific Mining Limits

Each river should have a scientifically determined extraction limit based on:

  • Sediment-flow dynamics
  • River morphology
  • Groundwater conditions
  • Biodiversity
  • Floodplain connectivity
  • Ecological sensitivity

Where extraction has already exceeded sustainable limits, mining should be suspended until the river system recovers.

2. Introduce Real-Time Monitoring

Satellite imagery, drones, GPS tracking and digital permits can help authorities identify unauthorised extraction and transportation.

Real-time monitoring should be combined with transparent third-party audits.

3. Strengthen Enforcement

Illegal mining networks need stronger enforcement and accountability. Penalties should be supported by effective monitoring of mining sites, transport vehicles and supply chains.

4. Reduce Dependence on Natural River Sand

Long-term solutions must also address demand.

India can promote alternatives such as:

  • Manufactured sand from suitable crushed rock
  • Recycled concrete aggregates
  • Appropriate industrial by-products
  • Geopolymer-based construction materials
  • Other sustainable construction materials

Government procurement policies and construction standards can play an important role in accelerating the adoption of alternatives.

However, replacing river sand with another material should not simply shift environmental damage to another fragile ecosystem.

A Development Challenge Beyond Sand

India’s sand-mining crisis is therefore much bigger than the question of construction material.

It is simultaneously an environmental, economic, social and governance challenge.

India needs infrastructure and economic growth, but development cannot come at the cost of destroying the river systems that provide water, support agriculture, sustain biodiversity and protect communities.

The way forward requires a combination of scientific regulation, stronger enforcement, transparent monitoring, community participation and a major reduction in dependence on newly extracted natural sand.

If these measures are not implemented, continued over-extraction could permanently alter river ecosystems and threaten the livelihoods, water security and resilience of millions of people who depend on India’s rivers.
